The Urartian inscription of Nor Bayazet (today Gawar ) on the west bank of Lake Sevan in Armenia comes from King Rusa I , son of Sarduri and reports on the victory over the kings of Ueliḫi and the construction of a fortress called Haldi-Stadt ( d Ḫal- di-ei URU KUR ). It is located on the fortress rock above today's city.

It was discovered in 1927 by the Armenian Archaeological Commission. The first translation was presented by the Hittite scientist Johannes Friedrich , another is by Archibald Henry Sayce .
