Interface control information

The ICI or Interface Control Information refers to the interface control information between the various layers of the OSI layer model .

The control information is used to transmit control information to the layer below, which describes the handling of the associated SDU by the layer providing the service in more detail. They are generated in the shift using the service and terminated in the shift providing the service.

So it is a purely vertical communication that is only relevant between two layers.
