Disaster alert

A disaster alarm ( KATAL ) is triggered when a damaging event (" disaster ") occurs, the extent of which requires special coordination of the auxiliary staff or the normal technical or financial means or legal powers of the normally responsible regional authorities (e.g. the Municipalities ) are not sufficient.
