Approval and Supervision Commission

The Commission for Approval and Supervision ( ZAK ) is a body made up of 14 German state media authorities. Members of the commission are the legal representatives of the state media authorities , i.e. their directors or presidents. The chairman of the directors' conference of the state media authorities (DLM) is also the chairman of the ZAK.

tasks

The ZAK performs the tasks of Section 36 (2) RStV on behalf of the state media authorities. Above all, it is responsible for licensing and regulatory decisions that affect nationwide broadcasters. In addition, the ZAK is also responsible for the supervision of platform operators within the meaning of Section 52 RStV and the allocation of transmission capacities. The ZAK is to ensure quick and effective decisions on questions of nationwide relevance. Majority decisions by the ZAK are legally binding.

Emergence

The ZAK was established with the 10th Interstate Broadcasting Treaty of September 1, 2008 and has existed since September 9, 2008. Previously, its tasks were performed by the individual state media authorities themselves or by the directors' conference of the state media authorities. The ZAK is one of four commissions of the state media authorities that the Interstate Broadcasting Treaty provides in Section 35 (2). In addition to the ZAK, these are the GVK , the KEK and the KJM . In addition, there is also the KEF , which the State Broadcasting Treaty provides in Section 14.
