die medienanstalten - ALM GbR ( working group of the state media authorities in the Federal Republic of Germany until 2011 ) serves the cooperation of all 14 state media authorities in the approval and control as well as the development of private broadcasting in fundamental, transnational matters. The main aim of the cooperation is to ensure that private television and radio broadcasters are treated equally. Since March 16, 2011, the joint organs and institutions of the state media authorities such as DLM, ZAK , GVK, KJM and KEK have been operating under the uniform umbrella brand "die medienanstalten" .

purpose

The purpose is defined in the statute:

  • Protects the interests of the member organizations in the field of broadcasting at national and international level,
  • Exchange of information and opinions with broadcasters,
  • dealing with common issues in the field of audiovisual media, in particular programming, law, technology, research, media literacy and funding,
  • Obtaining expert opinions on questions that are of fundamental importance for the tasks of the member institutions,
  • Observation and analysis of the program development as well as preparation of statements and experience reports on this.

organization

The cooperation takes place through their commissions ZAK, KJM, KEK as well as the directors conference, committee chairmen conference and general conference. The joint office, which was set up in accordance with Section 35 (7) RStV, began its work in Berlin in May 2010 and was expanded to include the areas of youth media protection and concentration control in September 2013. In the meantime more than 20 employees support the functionaries of the community in cross-border matters organizationally and coordinatively and take over public relations work.

The Commission for Approval and Supervision (ZAK) consists of the legal representatives (directors, presidents) of the 14 state media authorities. In the ZAK, questions relating to the approval and control of nationwide broadcasters, platform regulation and the development of digital broadcasting are dealt with. The legislature has specified the individual tasks in Section 36 (2) RStV.

The directors' conference of the state media authorities (DLM) consists of the legal representatives (director, president) of the 14 state media authorities. It is responsible for safeguarding the interests of the member stations in the field of broadcasting at national and international level. It maintains the exchange of information and opinions with broadcasters, deals with common matters outside of the licensing and supervisory tasks in the field of audiovisual media, obtains expert opinions on questions that are of fundamental importance for the tasks of the member organizations and observes and analyzes program development.

Three specialist committees focusing on regulation, technology / networks / convergence as well as media competence / user and youth protection / local diversity prepare the content of the decisions of the Commission for Licensing and Supervision (ZAK) and the Directors' Conference (DLM). The DLM has appointed a European representative from among its directors to monitor developments in media policy within the EU. There is also a budget officer who is responsible for drawing up and planning the joint budget of the media companies and for administrative matters.

Technical questions are discussed in the Technical Conference of the State Media Authorities (TKLM), to which the technical officers of the 14 State Media Authorities belong. The Commission for the Protection of Minors in the Media (KJM) deals with issues relating to the protection of minors in radio and the Internet . Securing the variety of offers in the TV area has been one of the tasks of the Commission for Determining Concentration in the Media Area (KEK), which acts as an organ of the state media authorities , since 1997 .

In the Committee Chairpersons' Conference (GVK), the chairman of the decision-making bodies (Media Council, Media Committee, meeting etc.) have joined the 14 regional media authorities. According to Section 36 (3) RStV, the GVK makes the selection decisions when allocating wireless transmission capacities to private providers and when using platforms. In addition, the GVK advises in particular on matters that are important in media policy and for cooperation between the state media authorities. Questions of program development and media ethical aspects are in the foreground. Current work focuses on the quality of private broadcast content and the challenges of digital development, especially the technical convergence of broadcasting and the Internet, with a view to the values ​​and norms of our society.

DLM and GVK together form the overall conference , which takes at least twice a year on issues relating to program development in private broadcasting and decisions that are of fundamental importance in terms of media policy for the dual broadcasting system .

The media companies receive a share of almost two percent from the broadcasting fees to carry out their tasks .

Section 40 of the RStV and sections 10 and 11 of the Interstate Broadcasting Agreement define the financial basis of the media companies. Special features are regulated by the individual state media laws, such as regulations on advance deductions, which affect most media outlets. The cross-border tasks and the joint office are financed by the state media authorities. The amount of the respective contribution is based on the community budget and a cost allocation key. Further income is z. B. obtained from administrative fees for official acts.
