The Landesanstalt für Medien NRW is the supervisory body for private broadcasting in North Rhine-Westphalia . The Landesanstalt für Medien NRW is a legal institution under public law , i.e. not a state institution. The work of the State Institute of media NRW, after Rundfunkstaatsvertrag of a proportion of the charges in NRW broadcast contribution financed. The State Agency for Media NRW was founded in 1987 on the basis of the "Broadcasting Act for the State of North Rhine-Westphalia" (LRG NW) of January 23, 1987 as the State Agency for Broadcasting North Rhine-Westphalia (LfR) based in Düsseldorf . On July 31, 2002, a new state media law (LMG NRW) came into force, which included a renaming of the North Rhine-Westphalian state media authority. For several years now, the State Media Authority in North Rhine-Westphalia has also been dealing with issues relating to the protection of minors on the Internet.
In addition to the NRW local radio stations , the State Agency for Media NRW is currently responsible for private television stations such as VOX and Super RTL . The State Agency for Media NRW is also involved in projects such as klicksafe.de , handysektor.de and internet-abc.de .
Until 2016 Jürgen Brautmeier was director of the state media agency in North Rhine-Westphalia. In autumn 2010 he replaced Norbert Schneider (term of office 1993–2010). Brautmeier was one of the founders of the European Platform of Regulatory Authorities (EPRA). From 2013 to 2015 he was also chairman of the directors' conference of the media companies. In June 2016 Tobias Schmid was elected Bride Meier's successor. He took office in January 2017.
According to the State Media Act of North Rhine-Westphalia, the second organ of the State Media Authority in North Rhine-Westphalia, alongside the director, is the Media Commission, which consists of 41 voluntary members (eight elected by the State Parliament of North Rhine-Westphalia, 33 sent by socially relevant groups, plus deputies). It advises and makes all essential decisions regarding the licensing and control of private program providers and decides on the allocation of transmission capacities to private broadcasters in North Rhine-Westphalia as well as on the allocation of funding and research projects, such as the television station Nrwision . The members of the board also elect the director. The term of office of the members of the media commission is six years. The current sixth term of office began with the constituent meeting on February 27, 2015 and will last until 2021. Werner Schwaderlapp is the chairman. The deputy chairwoman is Christiane Bertels-Heering.
The state media authorities work together through the Commission for Licensing and Supervision (ZAK).
The State Agency for Media NRW has, in part with partners such. B. the consumer advice center , published many brochures. They are usually free of charge and can be ordered from the State Media Authority in North Rhine-Westphalia.
For viewers and internet users, the state agency is an important point of contact for complaints. In 2015, the state agency for media in North Rhine-Westphalia received more than 300 program and internet complaints.
Events
Once a year the State Media Authority of North Rhine-Westphalia awards the LfM Radio Prize for outstanding performance in private radio. In addition, the State Agency for Media in North Rhine-Westphalia is the initiator of the Karlsmedaille for European media . The State Media Authority of North Rhine-Westphalia also awards the Campus Radio Prize once a year, with which special achievements by university radio stations are honored.
Once a year, the State Agency for Media in North Rhine-Westphalia organizes the themed event Competent advice on media issues , in which current youth protection and media competence issues are discussed and dealt with in workshops. The series of events is aimed primarily at multipliers from education and youth work.
