The Hessian State Authority for Private Broadcasting and New Media - in short: LPR Hessen - has a variety of tasks related to the media in Hessen . It was founded in 1989 with the mandate to allow private radio and television stations in Hesse. Since then, her catalog of tasks has expanded considerably. It ranges from practical media work, especially with children, adolescents and multipliers, to internet supervision and infrastructure projects in North Hesse. The LPR Hessen is a member of the working group of the state media authorities ( the media authorities ).
The highest decision-making body of the Hessian state media authority is the assembly - a kind of "broadcasting parliament". The assembly consists of 30 representatives from important social groups in Hesse. The chairman is Winfried Engel. The full-time director is Joachim Becker. He is supported by around 40 employees, half of whom work in the Open Channel media project centers . The state media authority finances itself mainly from a share of the broadcasting contributions . Around 1.2 percent of the broadcasting fees in Hesse (around EUR 6.6 million) are available for a wide range of tasks. The legal basis for the work of the LPR Hessen is the Hessian Private Broadcasting Act (HPRG) .
tasks
Authorization, supervision and control
The state media authority issues broadcasting licenses to private radio and television broadcasters - for example to Hit Radio FFH or Radio BOB! , on RTL II , rheinmaintv or the "Hessenfenster" on RTL and Sat.1 . The program content must meet the legal requirements, which the LPR Hessen has to check. The Internet is also subject to supervision by the LPR Hessen - as far as the content comes from Hessen. The seven non-commercial local radio stations in Hessen are also approved . They broadcast in the interest of diversity of opinion and are intended to serve as a mouthpiece for groups and topics that are barely covered in other media.
Media literacy
The State Media Authority offers a large number of projects aimed at imparting media skills to children and young people, as well as educators, educators and parents .
Open Channel Media Project Centers (MOK)
There are four MOKs in Hesse: in Kassel , Gießen , Offenbach / Frankfurt and Fulda . Their offers to citizens are varied. As media project centers, they are platforms for practical media work and thus convey media skills. As open channels, they give users the opportunity to post their topics in the form of their own contributions and to present them to a broad audience via cable TV.
Media technology and media economy
The state media authority ensures that people in the rural areas of Hesse do not lose touch with the media by promoting new digital transmission channels. Network and creative industries are closely interlinked; its importance is growing. The promotion of Hessen as a media location should provide important economic impetus.
