Medienanstalt Berlin-Brandenburg
The Medienanstalt Berlin-Brandenburg ( MABB ) is one of 14 state media authorities responsible for the federal states of Berlin and Brandenburg . It was founded in 1992 and is based in Berlin.

The MABB is the joint state media authority of the federal states of Berlin and Brandenburg. It is an independent institution under public law , which means that it acts independently on the basis of the relevant laws and is not part of the state administration. The MABB assumes its own public responsibility for ensuring diversity of opinion in private broadcasting in Berlin and Brandenburg. The MABB is a member of the working group of the state media authorities ( the media authorities ).
The legal basis of Medienanstalt Berlin-Brandenburg is a state treaty between the states of Berlin and Brandenburg. The bodies of the MABB are the media council and the director, who is elected by the media council and represents the media authority externally.
Broadcasting and opinion-forming
With the introduction of private broadcasting in the mid-1980s, it became necessary to regulate the authorization and supervision of private broadcasters and the distribution of frequencies. This required a legal basis and controlling bodies, which above all were not allowed to be state bodies, because broadcasting, as an essential factor in forming public opinion, must be organized independently of the state and strong social groups. The MABB was founded for this purpose.
The radio is under the sovereignty of the federal states. The organization and social control of private broadcasting are therefore regulated by the respective state media laws. The state media authorities, which are responsible for the approval and supervision of private providers and organizers, work on the basis of these laws. After the first state media treaty of 1992 between the states of Berlin and Brandenburg, the allocation of channels and frequencies for private broadcasting falls within the remit of the MABB.
Media literacy, media education
The promotion of media literacy has been one of the tasks of the MABB since 2001 due to Section 8 (1) No. 9 of the State Treaty on Cooperation between Berlin and Brandenburg in the Field of Broadcasting (MStV). For this purpose, she operates the citizen broadcaster Alex Offener Kanal Berlin . In the field of training, the MABB is active with the Babelsberg Media Innovation Center and is also involved in the ems (Electronic Media School).
At the annual network conference "Media competence strengthens Brandenburg" , the sponsorship award "Media competence strengthens Brandenburg" is also awarded.
organization
The Media Council is the MABB's decision-making body. It consists of seven independent and honorary members, who are determined by the parliaments of the two countries with a two-thirds majority, three of them each from the Brandenburg state parliament and three from the Berlin House of Representatives . The chairman needs the approval of both parliaments.
The former director of the ORB, Hansjürgen Rosenbauer , has been chairman of the media council since 2015 . Further members are Karin Schubert , Markus Beckedahl , Stephan Goericke, Bärbel Romanowski-Sühl, Ursula Weidenfeld and Gabriele Wiechatzek .
Anja Zimmer has been the director of MABB since March 2016 , her predecessor since it was founded in 1992 was Hans Hege . It conducts the ongoing business of the establishment, prepares the resolutions of the media council and implements them. Originally, a new director of the MABB was to be elected by the media council in April 2014 and Hege was to retire, but the choice of a successor turned out to be difficult.
