Alex Offener Kanal Berlin (own spelling: ALEX or ALEX Berlin ) is a radio and television station in Berlin. It emerged from the local broadcaster OKB, which ceased operations with the establishment of Alex on May 27, 2009.

Alex's television program is broadcast in the Berlin network of “Kabel Deutschland AG” on the frequency “Sonderkanal 8”. It reaches around a quarter of households, mainly in the west. In the Pÿur network , the station can be received digitally in the Berlin network. A video stream of the current program is offered on the homepage; the station can also be received nationwide via Entertain from Deutsche Telekom. Selected programs are held in a media library and a YouTube channel.

The radio program has been broadcast on the cable frequency 92.60 MHz since 2003, from 2003 to 2010 the radio was also broadcast in the afternoon on the antenna frequency 97.2 MHz. From May 2010 to 2016 Alex was a cooperation partner of 88vier and broadcast in fixed broadcast windows on the frequencies 88.4 MHz and 90.7 MHz. Alex has owned the frequency since 2017 : 91.0 MHz.

Alex is an institution of the Medienanstalt Berlin-Brandenburg. It is financed from license fees.

Open channels have existed in Germany since the mid-1980s; they are primarily to be understood as a reaction to the establishment of private commercial television and radio. The Offene Kanal Berlin was switched on in 1985, punctually at the start of the cable pilot project, with a television broadcast by the right-wing association “Berliner Bürgergemeinschaft eV”. Initially, it broadcast in a time-limited window. At that time, the Berlin Cable Council had approved two associations with different usage regulations by resolution: “Berliner Bürgergemeinschaft e. V. "and" Offener Kanal e. V. ".

In November 1985 the OKB also received a radio frequency, in 1986 an undivided television frequency for the OKB was activated with the special channel 8. In 1987, the Open Channel of the Berlin-Brandenburg Media Authority (MABB) was affiliated. Since 1992, the State Media Act has regulated cross- federal cooperation for the development of an efficient public and private broadcasting system, which also regulates the joint establishment of an open channel.

In 1999/2000 there were controversial debates about the abolition, particularly because of the feed of the news broadcaster N24 into the Berlin cable network, but these were rejected by the Senate administration. Since then, the mediation of media skills has moved into the focus of the OKB's work. The Berlin Open Canal has been in the process of reform since spring 2008.

Reform OKB / Alex

The abolition debates from 1999/2000 and the image of Open Channels as a whole have led to reform of the Berlin Open Canal. The reform of the open channel was initiated by the media authority and is based on resolutions of the media council of the MABB, which found the support of the Berlin House of Representatives (resolution February 14, 2008): “The Berlin Open Channel needs to be reformed to ensure that it is its Core functions of a regional platform, which offers all social forces and groups the opportunity to participate in broadcasting, adequately fulfills. Since Jürgen Linke retired as the long-time director of the OKB, Volker Bach has been the head of the facility and has been entrusted with the reform since February 2008. The reform of the OKB is evident to the outside world through the renaming to Alex Offener Kanal Berlin , a new design and the introduction of a new program structure.

The Alex model

The orientation of the OKB is based on the two pillars of the political mandate. Citizen participation with its core function as a regional platform on the one hand and the practical imparting of media skills on the other. offers the opportunity to consume media (TV, radio, internet) and develop content (program production, academy, network). The first stands for the passive handling of the broadcast content on the radio , on television and on the Internet (media library). Second, citizen participation should continue to come to the fore. Since the middle of April 2009, a multi-level training concept has been offered in order to be able to support the producers according to their needs. People who want to present their opinions publicly can in future receive further training from Alex and instruct them in the technology necessary for media productions. At the same time, a network is to be built in which Alex's users can exchange ideas.

Broadcasting options

ALEX radio broadcasts live or pre-produced. Mostly preproduced programs run on ALEX TV. The broadcasts can be submitted on common data carriers.

On television, the citizen section of the participatory channel is called Kaleidoskop . Similar to the offer of the former OKB, anyone can book airtime for self-designed programs in the kaleidoscope . With the exception of the broadcasting time Monday to Friday 6:00 to 6:45 and Saturday and Sunday 7:45 to 9:30, programs with religious, esoteric or spiritual content are not permitted. Furthermore, in the event of a content-related or technical deficiency, the transmission responsibility for the booked transmission time is withdrawn. With these restrictions, the transmission times Monday to Friday 2:00 to 11:15 and Saturdays and Sundays 2:00 to 9:30 can be booked. Live broadcasts are not possible in the kaleidoscope.

Event television

In addition to the two pillars of ALEX's offering, regional events from politics, culture and society are broadcast on ALEX on the basis of the 4th State Media Treaty of April 30, 2009 between Berlin and Brandenburg (event television). In the morning, politically oriented events (e.g. symposia of the various political foundations ) are accompanied. On the other hand, ALEX also records music events and readings in small event halls and clubs, for example. Broadcasts of cabaret , cabaret and comedians have also been announced - everything in the field of not yet professional artists. Mihaela Gladovic and Laurenz Klespe have been moderating the half-hour contributions since autumn 2012.

Work studio

The ALEX workshop was set up in spring 2009. This is an education and training program. Those interested in the media without any prior knowledge can find the way to their own broadcast easier in the Werkstudio thanks to the basic courses offered. Werkstudio Plus also offers active media professionals seminars, lectures and workshops with professional speakers from the media industry, e. B. with the Alex lectures.

Alex has the latest transmission and recording technology. This includes full HD camcorders , shoulder cameras , mini DV camcorders, various digital audio recording devices as well as a modern TV and two radio studios.

A fully equipped TV studio is available for the production of television programs. The 100 m² studio is equipped with 3 cameras and a separate room for the direction. This is where the television picture, sound and other components of the television broadcast ( subtitles , recordings of magnetic recordings (VTR) and other media ) are controlled. In addition, there is an area for spectator seating that can seat around 50 people.

Alex's radio studio is equipped with three microphones. Everything from music cassette (MC), vinyl ( record ) to audio CD, DVD and USB can be sent here. Mini-disc recorders (MD) and recording devices for DAT cassettes are also available. In addition, high-quality CD burners can also be used to record directly to CD. It is possible to include callers in the broadcast (via phone or Skype). In this way, for example, an interview with local politicians is possible over the phone.
