88vier (own slogan: 88vier - Creative Radio for Berlin ) is a non-commercial radio broadcaster from Berlin . 88vier sees itself as a pilot project, because behind the network of broadcasters there is "an amalgamation of training and community radios, free and multicultural radios and Berlin-based web radios" that has never existed in Berlin or in any other federal state.

Technically, the broadcast processing is carried out by Alex Offener Kanal Berlin , who is also responsible for the signal feed to the transmitter locations. Since May 19, 2016, the 200-watt main transmitter ( transmitter Berlin-Schöneberg with a frequency of 88.4 MHz) has been on the roof of the former Telecommunications Office 1 in Berlin-Schöneberg . Previously the location was the Postbank high-rise on Halleschen Ufer in Kreuzberg . In addition, a 100 watt transmitter on 90.7 MHz is in operation on the Schäferberg telecommunications tower . This means that 88vier can be received everywhere in Potsdam, Wannsee and some neighboring parts of Brandenburg.

The live stream of 88vier is offered by the company Rosebud Media: These are available in 128 kbps and 192 kbps respectively as mp3 , ogg or acc stream. The broadcaster Alex plays its own stream around the clock, except for the times switched on at 88.4.

The first year 2010/2011

The Medienanstalt Berlin-Brandenburg (MABB) decided at a meeting on May 10th and 11th, 2010 to assign the Berlin FM frequencies 88.4 MHz and 90.7 MHz to the 88vier network . In the first year the partners were ALEX-Radio , BLN.FM , Pi Radio , reboot.fm , multicult.fm , Ohrfunk , Medienkonkret eV and TwenFM . The event radio Herbstradio had also applied for airtime with the MABB on 88.4 MHz, but came away empty-handed.

The radio initiatives and Offene Kanal Berlin each broadcast at broadcast times set for them by the MABB, which are advertised anew every year. All partners would appear under the common name of 88vier .

At Whitsun 2010, 88vier started a special program on the occasion of the Carnival of Cultures , during which multicult.fm broadcast live from the carnival route. First of all, the participating partner stations presented their respective program plans on Saturday, May 22, 2010. From May 25, 2010, regular broadcasting operations began.

The second year 2011/2012

In its meeting on May 19, 2011, the MABB Media Council decided on the new program structure for the non-commercial VHF radio frequencies 88.4 MHz and 90.7 MHz. The new program structure also provides broadcast times for the program makers from ALEX-Radio, Pi Radio, reboot.fm, TwenFM, multicult.fm, ear radio and information library. The radio initiatives Free Radio Potsdam , Colaboradio and Studio Ansage were newly approved . The second year of broadcasting started on May 23, 2011.

The “community radio area” requested by Pi Radio in the course of the second call for tenders did not materialize, where the airtime of the relevant broadcast partners could be managed jointly and independently of the MABB.

The third and fourth year 2012/2014

The Berlin Brandenburg Media Council met on April 19, 2012 and decided on the new conditions for the operation of 88vier. A two-year license has now been established for the participating radios instead of the previous one. The only radio initiative from the state of Brandenburg, the Free Radio Potsdam (Frrapó), represented on 88fier, was not extended its broadcasting license for controversial reasons on a presentation by the responsible MABB employee, Mr. Meyer. After just a year, Frrapó left again. Accordingly, only Berlin radios would again be represented on the 88vier broadcasting network for the next license period. Furthermore, the ear radio was no longer licensed independently and ByteFM Berlin was newly included in the network.

The “community radio area” applied for by the four independent radios from Berlin and Brandenburg was approved for Colaboradio, Pi Radio and Studio Ansage. In this area, the three representatives can now manage their broadcast times together and independently of the MABB. Since Freie Radio Potsdam was denied its license and all other applicants except ALEX-Radio had their broadcast times cut massively, the four Freie Radios from Berlin-Brandenburg demanded a correction of the MABB decision in an open letter dated April 27, 2012.

On May 15, 2012, the media council decided to withdraw the license withdrawal for Frrapó and also the planned postponement of the start of broadcasting for the free radios from 7 p.m. to 8 p.m. This was preceded by clarifying talks between Frrapó and Mr. Meyer, but also regretful reports from the local press and a broad expression of solidarity from the Federal Association of Free Radios and its members.
