The Saxon State Authority for Private Broadcasting and New Media ( SLM ) is responsible for creating framework conditions for the development and promotion of private broadcasting . The main task is to approve, supervise and advise private radio and television broadcasters in Saxony. The SLM monitors compliance with legal regulations - this includes B. ensuring the diversity of opinion, the protection of minors in the media and compliance with the program principles and advertising regulations. The Saxon State Media Authority was founded in Dresden in 1991 as one of 14 state media authorities in Germany and operates on the basis of the Saxon Private Broadcasting Act (SächsPRG). Its headquarters are in Leipzig .

The tasks of the SLM include the approval, supervision and advice of private radio and television broadcasters in Saxony. Furthermore, the SLM supports projects to strengthen media skills . She created the SAEK for media-interested citizens at nine locations in Saxony. The SLM initiates media research projects and is involved in the digitization of broadcast technology within the framework of technical infrastructure funding.

According to Section 27, Paragraph 3 of the Saxon Private Broadcasting Act, the SLM is composed of the following bodies:

  • Assembly

The Media Council is the SLM's decision-making body and consists of five experts who are elected for a term of six years. The currently composed media council of the SLM was constituted in 2010. President of the media council is Michael Sagurna , vice-president is Christoph Waitz , the other experts are Ursula-Marlen Kruse, Uwe Grüning and Rüdiger Steinmetz .

According to the Saxon Private Broadcasting Act u. a. the following tasks: decisions on the granting, withdrawal and revocation of authorizations, decisions on questions of fundamental media law and media and location-political importance, as well as decisions to ensure diversity of opinion.

The second body of the SLM is the assembly, which currently consists of 34 members. The members of the assembly are sent by the state government, parliamentary groups and socially relevant organizations in Saxony; their term of office is six years. The current chairmanship of the meeting is held by Brunhild Fischer.

The body exercises the right of initiative vis-à-vis the media council and advises it on its decisions. Their tasks include the supervision of the licensed private broadcasters and their programs and the assessment of compliance with the program principles and the protection of minors in the media. The assembly draws up its recommendations to the media council on the basis of its work in the three committees. The Fundamental Issues and Technology Committee (AGT), the Program and Youth Protection Committee (APJ) and the Media Literacy and Media Ethics Committee (AMM).

On February 7, 2019, the SLM announced that the media council had dismissed the managing director Martin Deitenbeck, who had been in office since 2000, "with immediate effect". The parties have agreed not to disclose the reasons for the termination of the employment relationship.

Competitions

Together with the state media authorities in Thuringia and Saxony-Anhalt, the SLM awards the Central Germany Broadcasting Prize . This has been awarded annually since 2005 in the categories of radio, television and community media and honors quality, diversity and originality in the contributions of private, commercial and non-commercial radio.

In cooperation with the Saxon State Ministry for Culture and Sport , the SLM has also been awarding the Media Education Prize since 2006 . There is a cooperation agreement between the SLM and the Ministry of Culture, which aims to sustainably promote media skills in the Free State of Saxony.

In 2010 the "Saxon Performance Award Local TV" was awarded for the first time, which honors particularly innovative program content from Saxon television producers.

The SLM is a member of the Working Group of the State Media Authorities (ALM).

Events

The SLM has been organizing the television fair every year since 2006 , which, as a platform for local and regional television providers, media agencies and medium-sized businesses, provides new impulses with regard to current trends. In 2011, the television fair took place for the first time together with the FRK cable congress (organized by the Association for Radio Reception and Cable Systems, FRK) in the Congress Center of the Leipziger Messe .

The Saxon State Media Authority acts as a co-organizer at the International Film Festival for Children and Young Audiences - Schlingel . At the Schlingel , children's and youth films are shown for a week, which compete in the various competition categories. The aim of the Chemnitz Film Festival is to give children and young people an orientation in the “media jungle”.

Media literacy

The SLM initiates and supports media competence projects. In the course of this, the Saxon training and testing channels (SAEK) were created in 1997. A total of eight locations (Bautzen, Chemnitz, Dresden, Görlitz, Leipzig, Plauen, Riesa, Zwickau) in Saxony offer those interested in the media the opportunity to implement media projects and gain practical experience. In 2011 around 11,000 users opted for the SAEK offers. In order to also reach more rural regions far away from the metropolitan areas, the SLM provides two media mobiles, the offers of which are aimed at kindergartens, all types of schools, after-school and leisure facilities, clubs as well as children's and youth facilities in Saxony.

In addition, the SLM supports Saxon filmmakers within the framework of additional cultural film funding. Projects in the field of short films, documentaries and animation films are funded.
