The Landeszentrale für Medien und Kommunikation (LMK) is the state media authority of the state of Rhineland-Palatinate with its seat in Ludwigshafen am Rhein (1987-2005 under the name of the state center for private broadcasters, LPR ; its predecessor was AKK from 1982 ).

Their responsibilities include licensing private broadcasters (radio and television) and teleservices and overseeing their programs. The LMK has to ensure that the statutory provisions in the private media in Rhineland-Palatinate are complied with and that as diverse a range of media as possible is available. The LMK is committed to the digitization of broadcast technology and supports private broadcasters and open channels in the coming years to make the transition from analog to digital transmission technology.

Rhineland-Palatinate has a comprehensive network of open-channel stations (OK-TV) in which citizens can actively and independently create and broadcast television programs. In addition, the LMK focuses on the area of media literacy , with projects, collaborations and initiatives at state, federal and EU level.

The LMK is a member of the committee chairman conference (GVK), the directors conference of the state media authorities (DLM), the general conference (GK) and the commission for youth media protection (KJM). The joint office of the state media authorities in Berlin has existed since April 2010 .

Since 2011, the joint bodies and commissions of the working group of the state media authorities have been operating under the umbrella brand of the media authorities .

criticism

In 2007, the former Sat.1 managing director Roger Schawinski wrote in his book Die TVfall , that Sat.1 was meant by the LMK to award production orders to the Mainz TV production company News and Pictures of the media entrepreneur Josef Buchheit in return for a To be able to stop proceedings for license violations in other Sat.1 broadcasts. The LMK rejected the allegations and did not take any further position.

In this context, Sat.1 applied for a new license from the Medienanstalt Hamburg / Schleswig-Holstein on January 1, 2013 and will thus evade the supervision of the Rhineland-Palatinate state center for media and communication.

After Marc Jan Eumann was elected as the new director on December 4, 2017, media lawyer Markus Kompa applied to the Neustadt an der Weinstrasse administrative court for an interim order not to conclude Eumann's employment contract and to advertise the position publicly. Kompa had not been admitted to the election as a competitor because he had not been proposed for election by the selection committee set up for the occupation or by a member of the LMK assembly. The application was rejected on December 27, 2017. On March 29, 2018, Kompa also failed in the second instance at the Rhineland-Palatinate Higher Administrative Court . This even found that the provisional legal protection was being abused, as the seriousness of Kompa's application was lacking, which was mainly concerned with belittling the competitor and emphasizing its own alleged advantages in grotesquely exaggerated form.
