Marc Jan Eumann (born February 26, 1966 in Hamburg ) is a German politician ( SPD ). From 2010 to 2017 he was State Secretary for Federal Affairs (until 2015), Europe and the media in the State Chancellery of North Rhine-Westphalia . Since April 1, 2018 he has been director of the State Center for Media and Communication (LMK) Rhineland-Palatinate.

Life

Studies and PhD

After graduating from high school in 1985 ( Hölderlin-Gymnasium, Cologne ), Eumann studied history, political science and legal subjects (public law) at the Rheinische Friedrich-Wilhelms- Universität Bonn until 1988 . From 1988 to 1991 he studied Medieval and Modern History, Anglo-American History, a legal sub-field (international law) and art history at the University of Cologne . He completed his studies in 1991 with a Magister Artium .

In February 2011, Eumann received his doctorate from the TU Dortmund under Horst Pöttker on the subject of "German Press Service". In relation to this doctoral thesis, allegations of "self-plagiarism" were soon made . In a review in the journal Publizistik , the media scientist Arnulf Kutsch found that Eumann had primarily "spiced up" his own master's thesis without indicating it and without expanding it conceptually, methodologically or in terms of content, although the source work was largely inadequate. In a preliminary remark, however, Eumann had disclosed that he had used the research results of his master's thesis for his doctorate. After an internal preliminary examination, the TU Dortmund commissioned an external lawyer to prepare a legal opinion due to the complexity of the factual and legal situation. On April 9, 2014, the Council of the Faculty of Cultural Studies decided against withdrawing the degree because Eumann could not prove any intentional intent to deceive. His doctoral supervisor Pöttker was shocked by the decision and felt repeatedly deceived by Eumann. Second reviewer Ulrich Pätzold knew about the preliminary work and had encouraged Eumann himself to take up the topic again. The FAZ editor Reiner Burger criticizes the procedure as a "caricature of a decision".

politics

Eumann has been a member of the SPD since 1987. From 1991 to 1994 he was chairman of the Jusos in the Middle Rhine district, and from 1993 to March 2007 he was a member of the board of the Cologne SPD. He is also a member of the trade union ver.di , the Arbeiterwohlfahrt and the SJD “Die Falken” .

From 1995 until his appointment as State Secretary in 2010, Eumann was a member of the state parliament of North Rhine-Westphalia . From 2000 to 2010 he was deputy chairman of the SPD parliamentary group and coordinated the areas of economy, science, culture and media.

In 2002 Eumann's involvement in the Cologne donation affair became known, in which he had received incorrect donation receipts. The prosecution closed the proceedings against payment of a low four-digit amount to a non-profit organization.

From 2006 to 2018, Eumann was chairman of the SPD's media commission set up by the party executive (since 2014: “Media and Network Policy Commission”).

From July 2010 to June 2017, Eumann was State Secretary at Angelica Schwall-Düren , Minister for Federal Affairs, Europe and the Media of the State of North Rhine-Westphalia.

In January 2013 it became known that a few months after Eumann had been awarded the doctoral degree, Pöttker had applied to the State Chancellery of North Rhine-Westphalia for funding for a journalistic initiative and had received EUR 210,000 in project funding. Eumann had declared himself biased in the run-up to the decision. This was confirmed by the internal audit of the State Chancellery. The opposition in the state parliament of North Rhine-Westphalia criticized their report as not being sufficiently transparent and independent.

Activity in media and communication

From 1985 to 1990 Eumann also worked as a journalist a. a. for the WDR , the Deutschlandradio and the Kölner Stadt-Anzeiger . From 1990 to 1992 Eumann was a consultant for journalistic activities in the office of the Lord Mayor of Cologne. He then worked as a speaker, then until 1995 as head of the “Political Communication and Analysis” department at the Ministry of Labor, Health and Social Affairs in North Rhine-Westphalia.

Eumann has been a member of the board of trustees of the Landesensemble MusikFabrik since 2006 . From 1995 to 2010 he was a member of the WDR Broadcasting Council, from 2010 to 2016 of the ZDF Television Council and from 2016 to 2017 of the Deutschlandradio Administrative Council. From 2005 to 2017 he was a member of the board of trustees of the Art Academy for Media Cologne .

On December 4, 2017, Eumann was elected as the only candidate and closed to the public with 19 out of 34 votes in the assembly of the State Center for Media and Communication Rhineland-Palatinate as its new director, while 8 eligible voters stayed away. This approach has been criticized for several reasons. Among other things, the position was not advertised, but rather Eumann was selected by a selection committee, the only candidacy was kept secret from the public until the election and two further applications were not considered, with reference to the selection committee already selected. In addition, during his time as State Secretary in North Rhine-Westphalia , Eumann had enforced that applicants for the management of the state media authority there must be fully qualified lawyers and have been out of active politics for more than 18 months (both criteria that do not apply to him), which means the incumbent in NRW Jürgen Brautmeier (CDU) could not run again, which was criticized as a "power game" and discussed controversially. The appointment was the subject of the state parliament debate on December 13, 2017. The law professors Hubertus Gersdorf and Hans-Werner Laubinger questioned the constitutionality of the procedure for filling the position in connection with the performance principle from Article 33 Paragraph 2 of the Basic Law . On December 27, 2017, media lawyer Markus Kompa - one of the two applicants not admitted to the election - failed at the Neustadt an der Weinstrasse administrative court with an application for an interim order not to conclude Eumann's employment contract and to advertise the position publicly. On March 29, 2018, he was unsuccessful in the second instance at the Rhineland-Palatinate Higher Administrative Court . The OVG saw an improper use of the provisional legal protection, since it lacks the seriousness of Kompa's application, which is mainly concerned with belittling the competitor and emphasizing in grotesquely exaggerated form alleged own advantages. Eumann took up his post on April 1, 2018. As a result of the controversial election of Eumann, Rhineland-Palatinate should get a new state media law and the director's position should be publicly advertised in the future.

Eumann is married and has three daughters.
