Hans-Werner Laubinger

Hans-Werner Laubinger (born August 9, 1936 in Hanover ; † January 17, 2018 ) was a German legal scholar . From 1981 to 2001 he held a chair for public law and administration at the University of Mainz .

Life

After graduating from the Lutherschule in Hanover and doing a bank traineeship, Laubinger studied law at the universities of Marburg , Munich and Göttingen from 1956 to 1960 . After taking his first state examination in law, he studied American law and comparative law at the Law School of the University of Chicago in 1962/63 and earned the academic degree Master of Comparative Law (MCL) . 1967 doctorate Laubinger at the University of Göttingen Dr. jur. After passing the second state examination in law, Laubinger first worked at the University of Administrative Sciences in Speyer , where he qualified as a professor in 1974 on the subject of civil service organizations and legislation - the involvement of civil service organizations in the preparation of civil service regulations . From 1974 to 1977 he taught in Speyer, then until 1981 in Mannheim. In 1981 he took over the chair for public law and administration at the University of Mainz, which he held until his retirement in 2001.

Laubinger devoted himself to various areas of general and specific administrative law as well as administrative theory. His main areas of expertise included administrative procedural law, environmental law and civil service law. Together with Carl Hermann Ule , Laubinger wrote one of the most famous textbooks on administrative procedural law . From Ule, Laubinger also took one of the first comments on the Federal Immission Control Act , which appeared as a loose-leaf work until 2007. Laubinger is also one of the editors of the administrative archive magazine .
