A special study interest is the function of the input definition authorities ( federal government , states and municipalities ), other corporations , institutions and foundations of public law , but also the levels of the European Union to and other international organizations. On the one hand, administrative science tries to grasp the existing conditions and draws on sociological ( administrative and organizational sociology ), organizational psychological as well as legal and political science approaches. On the other hand, it tries to gain insights into how it can still perform its tasks as efficiently and effectively as possible despite the increasing complexity and dynamics of development . To do this, she also takes up economic approaches (especially management theory) that initially emerged in public administration. The concentration on neo-institutionalist and organizational theory approaches in the so-called Scandinavian School , whose representatives (including Johan P. Olsen , Christensen, James G. March , Herbert A. Simon , but partly also Fritz Scharpf and Hans-Ulrich Derlien ) largely come from or work in Scandinavian countries . Of great importance is the self-image as a practical, but theory-based, scientific discipline within political science. This teaching and research direction is from the Anglo-Saxon mainstream (quantitative-positivist policy research ) and from the movement of modern governance research .

An example of a large-scale project prepared in terms of administrative science is the regional reform between 1967 and 1978, which aimed to unify planning and administrative space. A recurring administrative science topic is also the need for intermediate authorities, especially regional councils . In Rhineland-Palatinate , for example, they were dissolved with effect from January 1, 2000; in Saxony-Anhalt with effect from January 1, 2004 and in Lower Saxony with effect from January 1, 2005. Finally, the restructuring of the federal states is also an administrative science topic.

In addition to administrative reforms will particularly under the heading of new public management , the introduction of instruments for a more rational pursuit of political objectives, under the conditions of scarce public resources through appropriate management tools, but also reviews of the feed stock and cooperation with other social actors ( "co-production" of public services) discussed, but also criticized as “managerialism”. The government and administrative reform project group , which was active between 1968 and 1975, contributed significantly to the establishment of administrative science in Germany .
