The University of Applied Sciences for Public Administration, Police and Justice ( FHöVPR or FHÖ ) with its seat in Güstrow is a non-incorporated body in the business area of the Ministry of the Interior of Mecklenburg-Western Pomerania .
history
College for teacher training and teacher training institute during the Nazi era
On the site of today's facility, a brick building based on plans by Hermann Oeding was built in "Nordic style" for a college for teacher training for Mecklenburg from 1938 and completed in 1943. It was supposed to take up the existing Rostock facility, which, however, was already classified as a teacher training institute in 1941 as in the whole of the German Reich due to the war.
Güstrow University of Education
During the time of the German Democratic Republic (GDR) there was an institute for teacher training from 1949/50 , and from 1953 a pedagogical institute , which became pedagogical on March 13, 1972 University "Liselotte Herrmann" was increased with the right to award doctorates and the possibility of habilitation, which had about 2000 to 2500 students. The PH served to train qualified teachers and, under the rectors Hans-Joachim Lutter and Rainer Tichatschke (from 1988), was primarily oriented towards mathematics and natural sciences. The Germanist Karl-Ernst Sommerfeldt was well-known, and the biology didacticist Erwin Zabel, the mathematics methodologist Hans-Dieter Sill and the physicist Dietrich Kremp also had names . This institution was also of special importance because it trained German teachers for the “friendly socialist foreign countries”, which gave the appearance of the student body something unexpectedly cosmopolitan. In 1990/1991 the facility was dissolved, which had already been planned in the GDR when teacher training was to be relocated to the Neubrandenburg University of Education, founded in 1988 . Now the PH Güstrow was integrated into the University of Rostock in 1991 . Liselotte Herrmann's name has been discarded, while her memorial for the victims of Nazi violence and arbitrariness is still in front of the university.
The university of applied sciences opened in 1991
On August 19, 1991, the new University of Applied Sciences for Public Administration was opened. In 1991, in addition to the current departments, the facility also included the areas of forestry and social administration. These departments were closed in 1996 (forestry) and 1999 (social administration).

The state school for fire and disaster control based in Malchow , which is affiliated to the university of applied sciences, is the central training facility for the public fire brigades in the state of Mecklenburg-Western Pomerania.
