The University of the Saxon Police (FH) is an internal university of the Saxon Police in Rothenburg / Oberlausitz with a branch in Bautzen . It was formally founded on October 1, 1994 with the signing of the charter. Each year around 175 to 250 students are trained for the high-level police force. The smaller part of the students (35%) are made up of promotion officials. About two thirds of the students are lateral entrants who are prepared for the police studies in a six-month pre-training course. A quarter of the students are women. After successfully completing the course, you will be appointed police or crime inspector. In addition, a small number of selected officers in career group 2.1 ( upper level service ) of the Saxon Police are trained as candidates for studies for career group 2.2 ( higher level service ) at the German Police University in preparatory courses. The bachelor's degree program also includes a special form in the form of the computer and internet crime service (CuIKD) to combat cybercrime.

Requirements for the course are general or subject-specific (technical) university entrance qualification, physical and health suitability, a maximum age of 31 years and passing the multi-tier selection process.

history

In 1991 the Saxon cabinet decided to set up a college for police in the Free State of Saxony. In May 1992, the work of the development staff of the technical college at the State Police School of Saxony (LPS) in Bautzen began. The first training course began in June 1992 in Bautzen. It was not until 1994 that construction work began on the building of the former Fliegerausbildunggeschwader 15 of the Air Force / Air Defense Command (LSK / LV) of the East German NVA for the future technical college. With the Saxon Police College Act (SächsPolFHG) of May 24, 1994, the institution received its legal basis, whereupon the first students began their studies in Rothenburg on October 4, 1994, which they completed in September 1997. Due to the law to modernize the Saxon administration, the name is changed to "University of the Saxon Police (FH)". With the start of the 17th course in October 2010, the university introduced a new, modular course of study, which is part of the Bologna Declaration, which was also signed by Germany. After three years of training, it leads to the title of " Bachelor of Arts BA".

Since 2018, extensive construction work has been taking place both on the university campus in Rothenburg / OL and in Bautzen in order to implement the planned expansion of the University of the Saxon Police (FH) in view of the continued sharp increase in the number of students. I.a. A modern sports and multi-purpose hall has already been completed at the Rothenburg / OL site and its use has been handed over to the ongoing study program. In the course of this upgrading, the expansion of the campus-own IT infrastructure (Campus 4.0) is also planned.

From 2013, the Bautzen advanced training center , which had existed since 1992, was affiliated to the university. Since August 1, 2019, there has also been a development team for the new police department for training and further education, which is responsible for the quality-assuring management and control of all internal police training and further training. Furthermore, the establishment of a Saxon Institute for Police Security Research (SIPS) is planned in order to revitalize the university campus of the University of the Saxon Police (FH) as a scientific and academic research center.

Internationalization activities with Erasmus +

Since November 3, 2016, the Saxon Police University (FH) has had an Erasmus + quality certification, a European Charter of Higher Education (ECHE) from the German Academic Exchange Service as the national Erasmus agency (NA DAAD) and the executive agency for education, audiovisual and Culture (EACEA). This applies until December 31, 2023 (application call ECHE-Call 2023 relevant).

As a result, eight inter-institutional agreements (IIV) have been concluded with other Erasmus partner universities in the Czech Republic (Prague), Slovakia (Bratislava), Hungary (Budapest), Poland (Szczytno and Legnica), Estonia (Tallinn), Latvia (Riga ) and Lithuania (Vilnius and Kaunas) in the program countries. In addition, there are other non-legally binding connections to other universities in the Erasmus network that are not based on an IIV, e.g. B. to the Netherlands (Apeldoorn, Leeuwarden), Great Britain (Portsmouth, Kent and Edinburgh), Sweden (Huddinge, Växjö) and Romania (Bucharest).

The bachelor's degree is divided into six semesters with very closely timed content. It is not possible to support your own students by means of exchange semesters or internships with Erasmus + as part of Erasmus student mobility (SM; mobility types SMS or SMP). In view of the fact that the University of the Saxon Police (FH) acts as a recruitment and training authority and is responsible for personnel law, this opens up Erasmus + funding for further and further training purposes (ST; mobility type STT), for example in the form of academic workshops, within material shorter and more flexible periods. Scientific work plans always form the basis. The direct addressing of police stations within the framework of practical visits in the target countries is contrary to the program, because this as ineligible adult education contradicts the agreed scientific standard.

In addition, students from the Erasmus + partner universities from the program countries can be accepted as part of exchange semesters or internships at the University of the Saxon Police (FH), provided they have an adequate command of the German language in order to be able to follow the lectures. This was done with several students from the Czech and Hungarian Erasmus university partners. In the past, teachers from the partner universities were also repeatedly involved in the lectures and other foreign university employees were supported in the form of internships and short stays.

The teaching staff of the University of the Saxon Police (FH) teaches using the STA mobility type on the basis of the existing IIV at the respective partner universities. Insofar as guest lecturers from other police institutions in the Free State of Saxony are involved in academic teaching or the supervision of bachelor theses of students at the University of the Saxon Police (FH), they can also take part in the Erasmus + program if there is evidence of an official connection to the university of Saxon Police (FH) exists and can be justified accordingly. This enables interesting scientific interactions between the exchange of experience and the acquisition of academic knowledge, both with regard to the participating students in personnel responsibility at the University of the Saxon Police (FH) as well as their teaching staff and the affiliated guest lecturers. Even the invitation of guest lecturers for teaching purposes, e.g. B. from European police authorities within the framework of the approved funding criteria (invitation from enterprises on Erasmus + teaching mobility), deliberately outside the Erasmus + university network, on the basis of a highly flexible new type of mobility (STA2) with the aim of practical and practical anchoring of the scientific teaching content taught is exclusively possible.

Since March 15, 2019, there has also been electronic access to Erasmus + without paper (EWP) , a platform for international university cooperation, which is constantly being expanded. Last but not least, this is crucial for a positive university development, as the increasing digitization in the field of international scientific cooperation is an important element of the next Erasmus program generation.

In 2019, the University of the Saxon Police (FH) completed a 24-month Erasmus + mobility project (project 2017) for the first time.

As a result of a qualitative and quantitative evaluation by the NA DAAD, the University of the Saxon Police (FH) was one of two East German higher education institutions in the course of the Erasmus + annual conference on September 16 and September 17, 2019 together with nine German universities with the " Erasmus + Best Practice Status "awarded for exemplary project management, good internal mobilization and support for participants. This award takes place annually. Excellent institutions can only receive the status once.

The Saxon Police University (FH) is the only institution within the Saxon Police that is part of the Erasmus + network. In addition to participating in the Erasmus + mobility program (KA1; KA103), this police higher education institution in the Free State of Saxony is also involved in international Erasmus + project work (KA2; KA203), e.g. B. as part of “Vocal in Need”, as part of a project team comprising nine consortium institutions.

The Erasmus project "Vocal in Need" was successfully completed on September 30, 2019 after a period of 24 months. As a result of the project, a mobile phone app was developed which facilitates foreign language communication between police forces as well as refugees, migrants and asylum seekers. This offer, which is available free of charge on Google Play and in the AppStore, is also enhanced by intercultural training (quiz questions).

The training on the basics of the free economy and modern household is closely linked to questions of police work.

It is compulsory for students to take English. In the future it is planned to offer Polish, Czech and Russian in the form of compulsory elective subjects. Formally, Sorbian can also be offered as a foreign language. For various reasons, however, there has never been any language training in Sorbian. The elective courses on offer cover almost the entire spectrum of police science.

As part of their training, the students do various internships, mostly with authorities ( local government , judiciary , customs and the federal police ).
