The Thuringian University of Applied Sciences for Public Administration (Thuringian VFHS) is an internal administrative institution of the Free State of Thuringia that has no legal capacity . The University of Applied Sciences was established by law in April 1994, is subject to the supervision of the Ministry of the Interior and is based in Gotha .

The task of the technical college is to train civil servants in the higher service . Your courses are therefore aimed exclusively at civil service career applicants for the higher non-technical administrative service and at promotional officials from the middle service . In addition, the University of Applied Sciences takes part in advanced training events for employees of the Free State as well as in special research and development projects.

The KSAV and Tax departments are part of the organizational network of the education center of the Thuringian state administration in Gotha and use its facilities accordingly. The Police Department is part of the Thuringian Police Education Center .

The university of applied sciences has an organizational constitution with a rector and the department heads. Robert Klüsener, who is also the rector of the VFHS, is the head of the department for local government and general government. The tax department is headed by Rudolf Eckstein. Heike Langguth is the head of the police department.

Furthermore, there are the collegial bodies of the Senate and a departmental council in each department, to which members from the student body, the teaching staff and the administrative staff are elected.

Education

The course is generally carried out as a civil servant upon revocation. After passing the career test and assuming the appropriate takeover, this civil service relationship can be continued on a trial basis and then for life.

Department of Local Government and State General Administration (KSAV)

In the department for general administration, administrative officers for the Free State and the municipalities are trained on the basis of the Thuringian training and examination regulations for the career of the higher non-technical service in local administration and state general administration (ThürAPOgD). The preparatory service consists of alternating phases of specialist theoretical studies at the VFHS and specialist practical studies as part of internships in the training authorities. Mainly administrative law, but also state and constitutional law, civil law, administrative sciences and economics are taught. The course concludes with the degree of Diplom-Verwaltungswirt / in (FH) (Dipl.-Verww. (FH)).

Tax department

The studies in the tax department are similar to those in the KSAV department. The basis for this is the Tax Official Training Act (StBAG) and the associated training and examination regulations (StBAPO). Contents are primarily subjects of tax law, but also other public law, as well as economics. The training in the tax department concludes with the degree of Diplom-Finanzwirt / in (FH) (Dipl.-Finw. (FH)).

Police department

For direct applicants, training at the Police Department consists of a three-year BA degree. Those who have advanced to practice study in a two-year BA course. Here, too, the course includes academic and practical study periods. The basis is the Thuringian training and examination regulations for the high-level police enforcement service (ThürAPOPolgD). The course concludes with a Bachelor of Arts (BA) degree .
