University of Applied Sciences for Public Administration

The colleges of Public Administration (FHöV, including colleges of public administration) are in Germany internal colleges of federal and of much of the country . They serve to train candidates for the higher service in public administration by imparting the specialist knowledge and scientific methods as well as practical professional skills necessary for the exercise of the profession.

Practical and theoretical training

The training takes place on the one hand in technical theoretical studies at the universities of applied sciences and on the other hand in practical sections during internships at various authorities . During their training, the students are subject to revocation as a civil servant and receive candidate payments. When they perform official functions , either the official title of the entrance office with the addition of "contenders" (z. B. "Government Inspector contender") or name of the department with the addition (z. B. " Financial contender ")

The range of training options covers most of the non-technical careers in the upper-class public administration. There are, among other things, departments in the areas of finance (taxes and customs), police , general internal administration, forestry and the administration of justice ( judicial officer , penal system , judicial administration and Württemberg notary's office ).

Access to studies

The basic requirement is a certificate that opens university access, i.e. H. the advanced technical college entrance qualification , the general or subject-specific university entrance qualification . With the exception of some of the Berlin School of Economics and Law , the courses at almost all administrative colleges are only open to members of the authorities or state bodies. Therefore, the recruitment into a civil servant relationship on revocation by a training authority of a employer-capable corporation , foundation or institution under public law is a further prerequisite for commencing studies. The training places vary, depending on the country and administrative direction. The course is part of the training for the higher service in public administration ( career training ). The candidate will do so by his agency to a professional school for public administration seconded . Alternatively, the university is the hiring and service authority and the seconding takes place for the practical study periods to the training authorities (e.g. study of general internal administration at the HS Bund ).

Division of studies

The course is usually divided into the two or three sections of basic and main studies and, at some universities of applied sciences, additional final studies, which are separated from each other by internship sections. Study reform

As part of the Bologna Process , the courses are geared towards the Bachelor's and Master's degrees. The first degree becomes a "Bachelor of Arts (BA)", "Bachelor of Laws (LL.B.)" At the Nordhausen University of Applied Sciences , a bachelor's degree for the higher non-technical service (public business administration / public management, 7 semesters) was also introduced in the winter semester in 2003 and expanded to include a master’s degree with access to higher service (public management & governance, 3 semesters) for the summer semester 2007 . The first Bachelor's degree began in Baden-Württemberg in the 2007 winter semester.
