Career qualification

Career qualification is a term used in German civil service law . The following statements relate to federal civil servants. The career qualification is obtained through an examination-dependent (completion of a subject-specific preparatory service ) or examination-independent acquisition (promotion procedure or recognition). ( Section 7 Federal Career Regulation (FSVO))

Each career group ( simple service , middle service , senior service , higher service ) has different educational requirements. ( Section 17 (2) of the Federal Civil Service Act (BBG)). In addition, other prerequisites are either the completion of a subject-specific preparatory service or previous professional knowledge or activities.

The qualification is generally acquired uniformly for the entire career , not for individual posts or offices , groups thereof or otherwise delimited parts of the career. Their acquisition therefore requires proof of such a comprehensive level of professional knowledge and skills that the applicant can perform all functions of the entrance office for the career after training and, with appropriate qualifications, fill the career promotion offices without further preliminary or training or extraordinary further training.

Even if different subjects are combined in a career for which there are different subject-specific preparatory services, their successful completion leads to formal qualification for the entire career. A graduate of the master’s degree in mechanical engineering can only be recognized for qualification for technical administrative service, while a political science graduate can only be recognized for non-technical administrative service. If a bachelor’s degree is followed by a non-consecutive master’s degree, only the assignment of the master’s degree is decisive.

A career qualification for the higher non-technical administrative service is also granted to those who have qualifications for judicial office . ( Section 21 (2) FSVO)

The Federal Personnel Committee can determine that the qualification for a career without the required previous education was acquired through life and work experience. ( § 19 BBG)

The procedure according to § 27 for particularly high-performing civil servants does not represent a promotion to a higher career group. A career qualification for the higher career is not acquired.
