The Meißen University of Applied Sciences and Training Center is an educational institution of the Free State of Saxony , at which state and municipal employees and for the higher service in administration and justice are trained. A training center has been set up at the university for cross-departmental training for state administration employees.

The legal basis is the University of Applied Sciences Meißen Act , according to which the university has statutory authority. The university has no legal capacity. During the three-year course, the students alternate several times between specialist studies at the university and practical professional study periods. Internships in Saxon authorities are made available to the students.
In the tax and public finance administration department and the administration of justice department, the civil servant status is subject to revocation . The students in the departments of General Administration and Social Administration and Social Insurance conclude a private-law training contract with the recruiting authorities. 755 students are currently being trained. The university awards the diploma degree with the addition “University of Applied Sciences”, the bachelor's and master's degrees. Graduates have the degrees of Bachelor of Laws (LL.B.) , Bachelor of Science (B. Sc.), Diplom-Finanzwirt (FH) or Diplom-Rechtspfleger (FH). The course is recognized nationwide. In addition to the undergraduate courses, a part-time Master of Science (M. Sc.) Public Governance has been offered since 2017.
20 years after it was founded, around 6,000 students have successfully completed their studies.
The university is based in the Meißner district of Cölln (building of the former engineering school for power and work machine construction "Rudolf Diesel" Meißen ); The university dormitories are in Bohnitzsch .
