The University of Applied Sciences for Public Administration Hamburg (FHÖV ) was an administrative college for the training of the next generation of civil servants of the higher service for all branches of the Hamburg administration. It was founded on October 1, 1978 and comprised the departments of general administration, finance and police.

At the end of 2004, the General Administration Department was relocated to the University of Applied Sciences and the Finance Department was transferred to an independent University of Finance (since 2010: North German Academy for Finance and Tax Law ).

The last remaining police department was converted into the Hamburg Police University (HdP) in 2007 . This took over the police course to train senior police officers and from October 2007 to 2012 also offered a security management course to train executives in the private security sector. In 2013 the HdP was transferred to the newly founded Academy of Police Hamburg .

The last rector of the FHÖV Hamburg was Ingo Müller , Professor of Criminal Law and Criminal Procedure Law in 2006/2007 .

The students of the FHÖV Hamburg in the police department had to meet the employment requirements for the public service and go through and pass an aptitude test with the Hamburg police before starting their studies . They had a dual status and were both revocable officers and students. The promotion officers only had to go through and pass the aptitude test, since they were already probationary officers or officers for life with the police. The course lasted six semesters. The students also had the title of " Commissioner Candidate ". After graduating, they joined the police service as police commissioners ( grade A 9).
