The University for Police and Public Administration North Rhine-Westphalia (HSPV NRW), until December 2019 University of Applied Sciences for Public Administration North Rhine-Westphalia (FHöV NRW), is an institution of the state of North Rhine-Westphalia . It originally had an institution-like character, but since the introduction of the University of Applied Sciences Public Service (FHGöD) NRW has been a legally dependent corporation with a predominantly corporate structure. It is located in the division of the Ministry of the Interior of North Rhine-Westphalia and currently has around 12,000 students (As of 2019) the largest administrative college in Germany . Your main task is training for the senior police and administrative service, in which application-oriented teaching and studies prepare for professional activities in municipal and state administration as well as the state police, which require the application of scientific knowledge and methods. The HSPV NRW is based in Gelsenkirchen and has study locations in Gelsenkirchen and ten other cities.

General

At the beginning of their studies, the students are usually in a civil service relationship with their respective employer; In some cases (students of the German Pension Insurance and some municipal administrations), however, there is a collective agreement during the course of study. In order to start studying at HSPV NRW, the applicant must already be employed as a civil servant on revocation in the preparatory service for the career of the senior non-technical service or the senior police enforcement service at an authority (recruiting authority) or as a civil servant in the middle service graduated in the higher service. Only since the year of recruitment in 2008 are non-civil servants who are employed by a recruiting authority admitted to the course.

There is no enrollment by the applicant himself, rather the officials are assigned to the HSPV by their recruiting authority for the periods of theoretical training.

The HSPV NRW offers dual bachelor's degree programs that are carried out in close cooperation with the student recruitment authorities. A high degree of practical orientation is to be achieved through close and constant dialogue with the recruiting authorities. The supervision of the students within smaller course associations, which i. d. Usually have comparable numbers of members as school classes.

Since September 2013, graduates of diploma or bachelor’s degree programs can also acquire a master’s degree in an extra-occupational degree program.

Since January 2020 the name of the administration college has been "University for Police and Public Administration North Rhine-Westphalia" (HSPV NRW) to emphasize the special position of police training in the name. Before that, until December 2019, the university was named "University of Applied Sciences for Public Administration North Rhine-Westphalia" (FHöV NRW) for 43 years.

Departments and study locations

In order to give all students the closest possible access to the study location from their respective place of residence, the HSPV NRW is organized decentrally. The HSPV NRW has seven university locations that represent the four departments

The departments in Soest and Düsseldorf were dissolved in August 2000, those in Wuppertal several years earlier.

Departments

The university is divided into two departments:

  • police
  • General administration / pension insurance

The study programs for the various careers form the basis for the division of the departments . The affiliation to a department depends on the recruiting authorities from which the students are sent.

Since 2010, all courses at the FHöV / HSPV NRW have been offered as Bachelor courses. In the area of ​​local government, state administration and pension insurance, a course with a focus on law is offered. After successfully completing such a course, the degree "Bachelor of Laws (LL.B.)" is obtained. The other courses lead to a “Bachelor of Arts (BA)” degree.

In the Police Department, the "Polizeivollzugsdienst (BA)" course is offered.

The offer of the General Administration / Pension Insurance Department comprises a total of four Bachelor's and one Master's degree programs:

  • Local Administration Service - General Administration (LL.B.)
  • Municipal Administration Service - Administrative Business Administration (BA)
  • State Administration Service - General Administration (LL.B.)
  • Pension Insurance (LL.B.)
  • Master of Public Management (MPM)

Anyone who has a school education that entitles them to study at a technical college or a level of education recognized as equivalent can be admitted to training. Proof of the technical college entrance qualification is provided by a corresponding degree.

Course of studies

All courses at the HSPV NRW are offered as dual courses in close cooperation with the recruiting authorities. The course begins on September 1st each year and lasts for a total of three years. It is divided into specialist study periods at the technical college and specialist practical training sections at the recruiting authorities. In the Police Enforcement Service (BA) course, there are also training sections at the State Office for Training, Further Education and Personnel Matters for the Police of the State of North Rhine-Westphalia (LAFP NRW).

To optimize cooperation, a practice officer has been appointed at each department of the university for the departments of municipal administration and police enforcement service. The central municipal associations are also involved in the coordination process between specialist science and specialist practice. Details of the training result from the training ordinance for the higher-level non-technical service - VAPgD - or the police training ordinance - VAP Pol II - and the provisions of the study regulations and curricula.

The course, which takes place in fixed course associations, ends with the successful completion of the bachelor's examination (consisting of the bachelor's thesis including colloquium and other course work). At the same time, the career qualification for the higher non-technical service is obtained. The University of Applied Sciences awards the academic degree “Bachelor of Laws” or “Bachelor of Arts” after passing the bachelor's examination.

Seminars and projects

The students must successfully complete a seminar and a project during their studies. Independent work on complex topics and issues is encouraged through seminars and projects. Seminars serve to deepen the degree. In them, the students are increasingly encouraged to scientifically examine the opinions represented, to actively participate, to pose questions and to discuss, and to give free lectures.

The project work is of particular importance because facts and problems originating from practice are examined here on the basis of scientific knowledge and according to scientific methods and solutions are developed. At the same time, the ability to work in a team is promoted since several students work together.

Training of social skills

The students of all departments involved take part in the training of social skills (TSK). You will learn to apply the knowledge acquired in the theoretical courses on a case-by-case basis, to check your own behavioral patterns, to expand the professional behavior repertoire and subsequently to shape professional behavior appropriately.
