Ernst Pappermann

Ernst Pappermann (born November 26, 1942 in Bigge ; † October 22, 2011 in Cologne ) was a German lawyer.

Career

Pappermann studied law and administration. He received his doctorate in 1967 from the University of Cologne . Afterwards he was a research assistant at the University of Bochum, later legal counsel in Dortmund. He dealt with Liechtenstein law both in his dissertation and in articles in Austrian and Swiss legal journals.

From 1971 on, Pappermann was an alderman at the district assembly of North Rhine-Westphalia .

In 1976 he became the first director of the newly founded University of Applied Sciences for Public Administration in North Rhine-Westphalia . In 1980 he came to the German Association of Cities , where he was initially deputy managing director, and from 1986 to 1990 managing director.

He was honorary professor at the University of Administrative Sciences in Speyer and chief editor of the magazine Verwaltungsrundschau .
