The German Police University (DHPol), based in Münster-Hiltrup, is a university with the right to award doctorates that emerged from the Police Leadership Academy . On January 27, 2005, the North Rhine-Westphalian state parliament passed the law on the German Police University (DHPolG), which came into force on February 15, 2005. The founding phase began on March 1, 2006 and ended on October 23, 2008. The university is supported by the interior ministries and senates of the federal states and the federal government on the basis of the 1973 agreement on the German Police University (with later changes, most recently in 2006 ). Institutional accreditation by the Science Council took place in 2013 . On December 15, 2016, DHPol was incorporated into the North Rhine-Westphalian University Act by the unanimous decision of the state parliament . DHPol has been a full member of the State Rectors' Conference of the universities in North Rhine-Westphalia since July 10, 2017 .
structure
The German Police University is divided into three departments to which the 15 subject areas are assigned. Nine of the subject areas are headed by professors . The other six specialist areas are headed by police officers who are seconded to the university by the state police , the federal police or the federal criminal investigation office for the duration of their work at DHPol . In addition to the subject areas that are responsible for teaching in the master’s course, research and advanced training, the DHPol includes university management, staff units and university administration.
Admission to Studies
The German Police University offers an accredited master's degree in "Public Administration - Police Management". The two-year course is interdisciplinary and prepares students for activities in the higher police force . Members of the federal and state police forces who would like to advance to the higher police service study at the university . Admission requirements for a degree are employment with one of the police authorities of the federal states or federal states, a university degree of at least 6 semesters (bachelor's degree or degree in administrative management (FHöV)) or advancement from the senior police force .
University graduates with a second state examination (e.g. law ) can be introduced directly to the entrance office as side entrants, with several job-specific internships following before a managerial function is transferred. The decision as to whether and with which qualifications direct entry or a degree is possible is made by the respective employer according to their own regulations.
The master’s degree at the German Police University takes two years (4 semesters). The first year of study is carried out for federal civil servants after a one-month introductory phase at DHPol at the universities of applied sciences or academies of the federal states or at the federal university for public administration . All students spend the second year at the University of the Police in Münster.
After successfully completing the course, the German Police University awards the academic degree Master of Arts (MA).

DHPol has the right to award doctorates and awards the following academic degrees based on the doctoral regulations
- Doctor of Law (Dr. iur.),
- Doctor of Social Sciences (Dr. phil.),
- Doctor of Politics and Economics (Dr. rer. Pol.) And
- Doctor of Administrative Sciences (Dr. rer. Publ.)
The Science Council considered in a report from the year 2013, the promotion of legal DHPol critical and became convinced "that the structural conditions for the award of four different doctorate degrees at the DHPol currently not available."
