Nathalie Behnke

Nathalie Behnke (born June 20, 1973 in Tübingen ) is a German political scientist . She is Professor of Public Administration and Public Policy in the Department of History and Social Sciences at the Technical University of Darmstadt . Since 2012 she has also been a judge at the Constitutional Court for the State of Baden-Württemberg in the group of judges who are not qualified as judges.

Career

After graduating from high school in Ettlingen in 1992 , Nathalie Behnke studied political science, empirical methods and history at the University of Bamberg until 1998 . From October 1995 to June 1996 she studied political science at the University of Bologna . During her studies, she received a scholarship from the German National Academic Foundation .

In 2003 she did her doctorate at the FernUniversität Hagen with Arthur Benz . The title of her dissertation was Ethics in Politics and Administration - Origin and Function of Ethical Norms in Germany and the USA . For this work she received a prize from the German Association for Political Science (DVPW) and an award from the Society of Friends of the FernUniversität eV and the Sparkasse Hagen. In a review published by Transparency International , however, it is criticized that the conclusions of the work could only be used to justify "cosmetic" corrections in the fight against corruption.

Together with Arthur Benz, Nathalie Behnke headed the DFG project "Model of the Constitutional Reform of Federal Structures" between 2006 and 2009 . Since 2006 she has been a member of the advisory board and since 2009 a member of the board of the German Association for Political Science (DVPW).

In 2009 Nathalie Behnke accepted a professorship for empirical social research at the Ruhr University in Bochum . In April 2010, she switched to the professorship for administrative science at the University of Konstanz . Since October 2018 she has been head of the Public Administration and Public Policy department at the Technical University of Darmstadt.

Behnke is married and has two sons.

Nathalie Behnke's main research areas are:

  • Comparative institutional research in western democracies, especially administrative structures, multi-level systems and constitutions
  • Methods of empirical social research
  • Ethics, Corruption and Scandals in the Public Sector.

Her current research project deals with options for reforming financial federalism in Germany.

Judicial office

In 2012 Behnke became an honorary judge at the State Court for the State of Baden-Württemberg, which has been called the Constitutional Court for the State of Baden-Württemberg since December 5, 2015 . As one of the three members required by the state constitution without the qualification for judicial office , she belongs to the Constitutional Court for a term of office of nine years.
