Jörg Bogumil

Jörg Bogumil (born December 19, 1959 in Hamburg ) is a German political and administrative scientist .

Life

Jörg Bogumil passed his Abitur in 1978 at the Stormarn School in Ahrensburg and then studied social sciences from 1980 to 1985 at the Ruhr University in Bochum . After working as a scientific employee at the FernUniversität Hagen , the University of Applied Sciences Dortmund and the Philipps University of Marburg , he was awarded a Dr. rer. soc. PhD . In 2001 he completed his habilitation at the Fernuniversität Hagen and received the venia legendi for political and administrative sciences.

After a substitute professorship for administrative science at the Humboldt University in Berlin in 2002, he was appointed to the professorship for administrative science / public sector reform at the University of Konstanz in 2004 and in 2005 switched to the chair for comparative urban and regional policy at the Ruhr University Bochum.

He lives in Bochum, is married and has two children.

Jörg Bogumil has published numerous scientific papers, in particular on the modernization of the administration and its proximity to the citizen . His works belong to the standard literature in the administrative sciences.

He has been involved in the German Association for Political Science (DVPW) since 2000 and, together with Frank Nullmeier, was the spokesman for the section “ Political Science and Political Administration” in 2003 .

In August 2017 he presented a study on the integration of refugees. In the interview he said: "We have noticed a competence and organizational failure"; “We have an administration of no confidence”; "It is based solely on detecting abuse and not helping." Duplication of work and poor communication were identified as the most important deficits. The inadequate cooperation between administrations and authorities hampers integration and wastes a lot of time and money. The responsibilities in the area of ​​asylum and integration should be rearranged in order to end the confusion of responsibilities in the area of ​​asylum and integration. The implementation of integration measures should be made more flexible through generalizations instead of time-consuming individual checks. The Asylum Seekers Benefits Act should be abolished due to the enormous administrative effort involved in opening up Hartz IV to asylum seekers, as there are only very small differences in benefits. The study criticized the Federal Office for Migration and Refugees in particular for not working efficiently. Refugees whose asylum status has been recognized would have to apply for a new health card. Due to a lack of handover management, all data would have to be re-entered. The study praised the municipalities for their improvisational skills.
