Master of Public Administration

The Master of Public Administration ( MPA or MPA ; also Master of Public Management , MPM for short or Master of Public Policy , MPP for short ) is an academic degree at Master’s level in the field of public administration with a strong practical focus, based on the Master of Business Administration (MBA). In Germany, it is possible to graduate as part of the Bologna Process as a degree from a non-consecutive or advanced master’s course. As a rule, the previous completion of a relevant FH diploma or bachelor's degree and - at least in Germany often - professional experience are viewed as admission requirements for a corresponding master's degree.

The modules of an MPA course mostly relate to issues from the areas of development of professional managers, customer orientation, controlling, personnel management, innovation management, public business administration , international administrative development and administrative sociology , but differ depending on the university. In MPM programs, more emphasis is traditionally placed on business and management aspects. In programs in the field of public policy , policy field analysis and general political science approaches are also brought into focus.

In the United States and Great Britain , the main subjects of study are mostly public policy, project management and program implementation. The degree qualifies you to plan, implement and evaluate the necessary change processes and to make the administrative structures and processes more efficient and effective.

Due to their business and administrative education as well as their in-depth specialist knowledge, there are opportunities for graduates in, for example, public administration (at all levels of state administration), international organizations, institutions in the non-profit sector, but also in companies, associations and universities. The oldest MPA program in Europe is the Master of Public Administration from the London School of Economics and Political Science. One of the oldest and most renowned MPA programs worldwide is that of the Harvard Kennedy School , which, among other things, served as a model for the corresponding degree at the Hertie School of Governance .

MPA courses accredited in Germany are offered, for example, by the Federal University for Public Administration (for federal employees and employees from the state finance administrations) in Brühl near Cologne (since 2017 also with parallel face-to-face events in Berlin), the Hertie School of Governance in Berlin, the German University for Administrative Sciences Speyer , the Willy Brandt School of Public Policy in Erfurt, the Zeppelin University in Friedrichshafen, the University of Kassel , the University of Potsdam , the Berlin University of Economics and Law , the Administration and Business Academy (Münster) in cooperation with the Bielefeld University of Applied Sciences as well as the universities of Kehl and Ludwigsburg .
