Hermann Hill

Hermann Hill (born October 29, 1951 in Dörrebach ) is a German lawyer, university professor and politician ( CDU ).

Hill studied Law and Administration and received his doctorate in 1979 at the University of Mainz Dr. jur. In 1984 he completed his habilitation in public law and administration at the University of Kiel . Hill then went on to teach at the Universities of Kiel, Göttingen and Münster . In 1985 he became a professor at Heidelberg University . In 1986 he was given the chair for administrative science and public law at the German University of Administrative Sciences Speyer. From 1989 to 1991 Hill was then Minister for Federal and European Affairs of the State of Rhineland-Palatinate ( Wagner cabinet ), then he took over the chair at the DHV Speyer again. In 1993 he turned down an offer at the University of Würzburg .

From 1998 to 1999 Hill held the office of Vice Rector at DHV Speyer and from 1999 to 2001 he was its Rector; from 2001 to 2004 he was Vice-Rector again.

Hill was co-organizer of the Speyer quality competitions from 1992 to 2005 , co-organizer of the Speyer innovation rings for city administrations, district administrations, district governments and the Speyer conferences “Reform of the state administration”.

He was also a member of the Federal Government's “Lean State” Council of Experts and various other commissions for administrative reform at federal and state level.

Since 2003 Hill has been the scientific officer for the 6-8. Course of the Leadership College Speyer - FKS and since 2007 head of the Scientific Documentation and Transfer Office for Administrative Modernization in the Länder (WiDuT) at the German Research Institute for Public Administration (FÖV).

On August 1, 2018, the Federal President awarded him the Federal Cross of Merit, 1st class .
