Sabine Kuhlmann

Sabine Kuhlmann (* 14. August 1970 in Torgau as Sabine Lorenz ) is a German political and administrative scientist and deputy chairman of the National Regulatory Control Council .

Life

After graduating from the Extended Oberschule in Grimma , which she passed with distinction in 1989, Kuhlmann studied social sciences at the Humboldt University in Berlin until 1995 , where she also received her doctorate in 2002. After a research grant in France at the Maison des Sciences de l'Homme ; CNRS (Paris), she completed her habilitation in 2007 at the University of Potsdam and received the venia legendi for political and administrative science. After holding positions as visiting professor at the Berlin Graduate School of Social Sciences and at the Humboldt University of Berlin and as a substitute professor for domestic politics and public administration at the University of Konstanz , she was appointed professor of comparative administrative science, especially administration in Europe, at the German University in 2009 appointed for administrative sciences in Speyer . Since 2013 she has held the chair for political science, administration and organization at the University of Potsdam .

Kuhlmann has been a member of the ten-person National Regulatory Control Council since 2011 . In February 2017, she was appointed deputy chairman of the council, which reviews the laws of the federal government for bureaucratic costs for business and administration and advises the government on potential savings.

Act

Kuhlmann is considered one of the most influential German administrative scientists . In a study that determined the reputation of the specialist audience by means of a survey, she is listed in third place after Werner Jann ( University of Potsdam ) and Jörg Bogumil ( Ruhr University Bochum ) and thus as the most influential woman.

She is also an internationally recognized expert in comparing administrative systems and traditions. In doing so, she made a name for herself - not least as a result of her habilitation - as an expert for France but also in research on structures in politics and administration in European metropolises and local administrative policy in Germany. In recent years, Kuhlmann's expertise has been increasingly in demand from the political side. She published reports on the reform of the municipal and state administration of Brandenburg , another together with Falk Ebinger on the planned municipal and administrative reform in Rhineland-Palatinate , an evaluation of the Freedom of Information Act Mecklenburg-Western Pomerania together with Michael Rodi and a few more.

Kuhlmann heads the network project Local Public Sector Reforms: An International Comparison (LocRef), which is part of the European Cooperation in Science and Technology (COST) and which focuses on reforms at the local administrative level. This network includes almost 200 researchers from 27 countries and from over 40 research institutions in Europe. Also as part of her work at the University of Potsdam, she was appointed to the advisory board of the Institute for the Public Sector in 2015 . Kuhlmann has also been a member of the Conseil Scientifique du GRALE (Groupement de Recherche sur l'Administration Locale en Europe) since 2015.

From 2012 to 2019 Kuhlmann was Vice President of the European Group for Public Administration (EGPA), and since 2016 she has been Vice President for Western Europe of the International Institute for Administrative Sciences (IIAS). In addition, she has been Deputy Chairwoman of the Editorial Board of the International Review of Administrative Sciences (IRAS) since 2013 .
