The Medienpass NRW initiative was launched in 2010 by the North Rhine-Westphalian state government. It is carried by the Minister for Federal Affairs, Europe and Media in the State Chancellery of North Rhine-Westphalia (MBEM NRW), the Ministry for Schools and Education of the State of North Rhine-Westphalia (MSB NRW), the Ministry for Family, Children, Youth, Culture and sport of the state of North Rhine-Westphalia (MFKJKS NRW), the State Agency for Media North Rhine-Westphalia (LfM) and the media consultancy NRW . The aim of the initiative is to get children and young people enthusiastic about the topic of media literacy and at the same time to support teachers in teaching them. In addition, the networking between school and extracurricular activities is to be strengthened.

Basic ingredients

The initiative develops tips and assistance and promotes exchange between parents, youth work and school. There are three components for this:

  • A competence framework provides educators and teachers with orientation as to which skills children and young people should have. The competence framework was revised in October 2017 on the basis of the strategy of the Conference of Ministers of Education and Cultural Affairs "Education in the digital world".
  • A curriculum compass shows where and how the requirements of the competence framework can be integrated into school lessons, and provides practical tips and suggestions for teachers.
  • Thirdly, the actual media pass documents the level of competence of the students and motivates them to continue working with the media.

Development of the initiative

With an online consultation in the summer of 2011, the state government, the State Agency for Media North Rhine-Westphalia and Medienberatung NRW invited all interested parties to participate in the design of the NRW media pass. Ideas and comments were evaluated in detail, and the suggestions were incorporated into the concept. From February to May 2012, the Medienpass NRW was tested by 68 primary schools throughout North Rhine-Westphalia. The educational offer has been available to all primary schools in North Rhine-Westphalia since the 2012 school year. An expansion to other age groups is planned: from the 2013/2014 school year there will be a media pass for the 5th and 6th grade, from the 2014/2015 school year an offer for the 7th to 9th / 10th grade.
