Kutlug-Tepe is an archaeological excavation site in the north of Afghanistan , in ancient Bactria .

Kutlug-Tepe is a fortification from the middle of the first millennium BC. At the time when Bactria was a province of the Achaemenid Empire . The fortification was found about a kilometer away from the remains of a settlement. Kutlug-Tepe consists of a 40 × 40 meter large and approximately 4 meter high hill in which the remains of the fortification came to light. The building was round and had three outer walls, the spaces between which formed two galleries or corridors. The walls had openings to illuminate the galleries and were probably once vaulted. A passage has only been found in the two inner walls. On the east side of the outer wall there was a rounded tower on the east side. Inside the complex there was a round courtyard in which a rectangular building stood. This building is poorly preserved, but contained an altar. This may indicate that the whole complex was a temple and not a fortress.
