LNG Infrastructure Ordinance

With the LNG -Infrastrukturverordnung the transmission system operators are required to establish the necessary lines between LNG import terminals and the transmission system and to connect the LNG facility to the transmission system.

history

The Federal Ministry of Economy and Energy has initiated the country and associations hearing on the draft "Regulation to improve the framework for the development of LNG infrastructure in Germany" on March 14 of 2019. The Federal Cabinet passed the ordinance on March 27, 2019, and the Federal Council approved the ordinance on June 7, 2019. The new regulation applies from June 20, 2019.

In the coalition agreement of the 19th legislative period , the goal was agreed to make Germany a location for LNG infrastructure.

The construction of the special LNG import terminals and the establishment of the LNG infrastructure are being carried out privately. Several projects are currently being planned for this. One obstacle can be the need to connect the LNG systems to the transmission network. According to the applicable legal framework, the system operators have to build and pay for this grid connection themselves.

The previous gas networks have not yet been designed for ship-side LNG landings. The high costs for the necessary connection lines can make LNG projects uneconomical. As soon as an LNG plant is built, the transmission system operator is now obliged to connect it to the grid. An appropriate financial contribution from the plant operator ensures that only lines that are actually needed are built. The associated costs of the transmission system operator are viewed as an investment measure and the costs can be incorporated into the gas network charges without delay and transferred to the network users.
