The State Anti-Discrimination Act (LADG) was enacted on June 11, 2020 as Article 1 of the Cover Act of the same name and is intended to close an unspecified protection gap in the anti-discrimination law of the State of Berlin. It regulates a ban on discrimination in the public sector (§ 2). It improves access to instruments of protection against discrimination by the anti-discrimination law class action (§ 9) and enshrine the promotion of a culture of appreciation of diversity as a guiding principle (§ 11).

It also introduces a reversal of the burden of proof (Section 7). In the event of suspected discrimination (Section 2) or disciplinary measures (Section 6), it is up to the public body to refute the violation.

As early as December 31, 1990, a state anti-discrimination law was passed in the state of Berlin, which was later replaced by the state equality law.
