The state parliament building and the state ministry right next to it are historic government buildings on Theodor-Tantzen- Platz in Oldenburg . Both buildings were constructed between 1914 and 1916/17 on behalf of the Grand Duchy of Oldenburg by the Stuttgart architect Paul Bonatz .

The state parliament building was the seat of the Oldenburg state parliament . Before that, the military academy on the horse market, built in 1837–1838, had been used as a state parliament building since 1848.

The state parliament building and the state ministry building continued to serve the parliament and government of the Free State of Oldenburg after 1918 . After the incorporation of the State of Oldenburg into the State of Lower Saxony , the authority of the President of the Lower Saxony administrative district of Oldenburg was initially housed here. From 1945 until its dissolution in 1956, the British military government for the Oldenburg region was located in the state parliament building . Since 1978, the building has been the seat of the newly formed Weser-Ems District Government .

Since the dissolution of the district government, the ministerial building has been used to accommodate various state authorities. In the "Old Parliament" there are several training rooms and the public canteen , which is heavily used by the neighboring authorities . The former plenary hall of the state parliament is still used today as a large conference room if necessary. The building is also occasionally used for cultural purposes.

In 1960, the cenotaph of the Oldenburg Infantry Regiment No. 91 , which was previously located on Schlossplatz, was erected axially to the three-wing system of the State Ministry .
