The Loyal Senate ( Leal Senado ) was the official name of the City Council of Macau , which were represented in Chinese and Portuguese people. It was founded in 1583 and dissolved when Macau was returned to China in 1999.

The Senate was nicknamed loyal because he refused, the Kingdom of Spain , with Portugal from 1580 to 1640 in a personal union was bound to recognize as a new superpower of Macau. For this reason, the Portuguese flag, instead of the Spanish flag, flew over Macau during this time.

Portugal rewarded this loyalty by giving Macau the title of Cidade do Nome de Deus, Não Há Outra Mais Leal (City in the Name of God, there is none more loyal) in 1654 . The name is immortalized on a banner in the coat of arms of the Leal Senado.
