Migration advice for adult immigrants
Migration counseling ( MBE ) describes a form of social counseling for migrants in the Federal Republic of Germany . Migration counseling was introduced in 2005 under the name Migration Initial Counseling ( MEB ), which brought together the federal programs for repatriate counseling and social counseling for foreigners , which had previously been carried out separately . In 2009 the MEB program was renamed "Migration Advice for Adult Immigrants" (MBE). The task of the MBE is to initiate, control and support the integration process in a targeted manner.
In addition to the MBE, the youth migration service offers young migrants in particular support and professional guidance during integration.
In addition to the integration course, the MBE is intended to create an individual advisory service for adult new immigrants ( foreigners and ethnic German repatriates ) (Residence Act: "migration-specific advisory services"). The aim is to enable immigrants to act independently in all areas of daily life. Targeted support in individual cases is intended to determine the potential of the immigrants and to put together tailored integration measures and set them down in a funding plan.
In the case management process, in addition to written support plans, (less formal) target agreements made by the clients with the consultants can be used to structure the consultancy process. These target agreements, also referred to here as "integration agreements", are made voluntarily by both parties, but are then considered binding. To be binding, the necessary funding offers must be available and accessible on site.
The Federal Office for Migration and Refugees (BAMF) is responsible for the conception and support of the implementation of the migration counseling; the central associations of the voluntary welfare organization are particularly responsible for the implementation .
Commissioned are: Arbeiterwohlfahrt (AWO), Deutscher Caritasverband (DCV), Diakonie Deutschland - Evangelical Federal Association , German Parity Welfare Association (DPWV), German Red Cross (DRK), Central Welfare Agency for Jews in Germany (ZWST), Federation of Expellees (BdV) - (As of 2015).
The legal basis for migration advice is the Residence Act ( Section 75 No. 9, Section 45 Sentence 1).
