general ministers for special use or without portfolio (mostly at the office of the head of government), see cabinet ministers

national:

Ministre d'État (France) , a ministerial title who acts as a deputy to the Prime Minister;
Ministre d'État (Belgium) , an honorary title awarded to deserving politicians.
