It was initiated in 1997 by Finland as a new EU member to raise awareness of Nordic issues in the community. The aim is to increase stability and security in the region through cross-border cooperation. The aim is to better network regional and local institutions while avoiding additional EU spending. Relevant subject areas are in particular the economy as well as (nuclear) safety, environment and social issues.
