The Natal Government Railways (NGR) vehicles, named after their manufacturer as Neilson-Reid , were tank locomotives with a 2'C2 ' wheel arrangement. There were intensified further developments of a K and S type locomotive that had been converted to the same wheel arrangement .

Ten copies were built by Neilson Reid in 1904 . The locomotives were intended for use on the branch line to Richmond and on the south coast line from Durban .

The South African Railways (SAR) took over all ten locomotives in 1910 as Class E with the numbers 87 to 96. They were retired by 1937; last they were used in shunting in the Cape Province . No copy has survived.
