Project and program applications approved by the coordination offices are forwarded to the responsible federal offices , SDC and SECO . They in turn check the applications, make the final selection of the projects and decide on funding.
A direct route to SDC and / or SECO is not possible; they can only deal with applications that have been forwarded to them by the national coordination offices.
Problems
The partial delegation of tasks to partner states (their NCUs) is controversial, as they are far from being free from corruption .
