Norm hierarchy
The norm hierarchy or norm pyramid describes in jurisprudence the superior and subordinate relationship of legal norms . According to the collision rule Lex superior derogat legi inferiori , a higher norm in the norm hierarchy has priority over a lower norm. The idea of a hierarchy of norms is based on the theory of the gradual structure of the legal system , which goes back to Hans Kelsen . It contributes to the solution of the legal problem of the conflict of norms .
