Upper level and Abitur ordinance

The Upper Level and Abitur Ordinance (OAVO) is an ordinance which, in addition to the respective school law of a federal state of the Federal Republic of Germany, represents the legal basis for the upper level and the Abitur examination at general high schools . It is issued by the Ministry of Culture of the respective federal state. By resolution of the Standing Conference of the Ministers of Education and Cultural Affairs (KMK), all federal states have committed to implementing the new regulations for the upper level and for the Abitur examination at the latest for students entering the qualification phase from 2011 . It replaces the previous regulation on the upper secondary school (VOGO).
