The operation is part of a line of attack operations against the logistical hinterland of the Viet Minh in Tonkin and Annam, which were launched by the commander-in-chief of CEFEO as part of the Navarre plan . The CEFEO operation targeted the Viet Minh supply center south of the delta at Phu Nho Quan. The French provided six mobile groups including supporting armored forces and amphibious units. The target area was defended by the 320th Division , which was surrounded by French forces. The resistance of the Vietnamese side made it possible for the Viet Minh to transport the majority of the stored military goods to safe areas. The main burden of the fighting was carried by the 48th and 64th regiments of the Viet Minh.
