Oracula vivae vocis

The Latin expression Oracula vivae vocis means "oral determination", correspondingly vivae vocis oraculo "by oral determination". The term is used in canon law for decisions by the Pope or by heads of the papal dicasteries that have been taken orally but are not (yet) available in writing. They are binding within the Curia as soon as they have been pronounced, but only externally if their existence has been proven.
