The PAS 1037 (publicly accessible specification) of the DIN German Institute for Standardization, which has been valid since April 2004, sets requirements for quality management systems in business-oriented education and training organizations in the form of a QM STAGE MODEL. The structure of PAS 1037

The content of PAS 1037 includes the requirements, principles and procedures of the EN ISO 9000 series of standards , including the 19011 audit standard. Terms specific to further training are explained according to the area of ​​application (organizations of business-oriented education and training). Exclusions from requirements of a level are not permitted.

PAS 1037 contains the requirements of EN ISO 9001 in the language of trainers.

In Chapter 4 of PAS 1037, the process-oriented approach on which this model is based is illustrated in a graphic. Analogous to Deming's PDCA cycle , the WB aspects are assigned to the respective process types:

  1. Lead and develop educational organization (leadership process)
  2. Provide and develop employees, teachers and learning infrastructure
  3. Design, implement and evaluate educational offers (core process)
  4. Measure, analyze and improve educational processes (support process)

Chapter 5 of PAS 1037 gives very specific information on the minimum scope of the QM documentation. Chapter 6 contains the range of requirements divided into the four requirement groups that correspond to the four aspects outlined above. Every detailed requirement is marked in the original PAS 1037 from 2004 with the addition “Basis, Standard, Excellence”. The user of the level model knows which requirements are “only” to be taken into account in the Basic level and which must also be met in the case of Standard or Excellence.

Chapter 6 of PAS 1037 contains the catalog of requirements stating the levels Basis, Standard and Excellence.

This chapter 6 of the general PAS 1037 has been revised for distance learning providers. Implementation of the requirements of PAS 1037

Depending on the QM level to be checked, more or less extensive documents must be submitted and checked by the certifier. According to the table on the evaluation and test system in the publication on the QM level model of the RKW, a QM manual and the verified actual status in all three levels must be submitted for the test. In the Excellence level , a self- assessment according to the EFQM model is also part of the documents to be checked.

In all three stages, the documentation is checked and an on-site assessment interview takes place. A check in the sense of an audit is only planned from the standard level. In the case of certification in the basic level, only the management and teaching staff are interviewed on-site. For the PAS 1037 specifications for distance learning providers , all requirements must be documented.

QM report

The QM report to be submitted at all levels and also for the distance learning specification is based on an intensive determination of the current situation with the involvement of the actors and the consistent identification of evidence. This enables statements to be made about:

  • Presentation of the development of the WB organization,

  • Target definitions for the next twelve months,
  • Review of the degree of target achievement in previous periods and
  • Evaluation of the organization.

This QM report is very extensive and needs a considerable amount of time when it is first created because all documents have to be viewed and compiled. As a result, the QM report gives an even more comprehensive overview of the organization than a QM assessment according to the QM standard EN ISO 9001.

The QM report to be submitted in all stages is an essential part of the certification.

The focus of the PAS examination is on the on-site examination with a focus on the discussions with the organization. The questions for the examination by the external auditor are derived from the QM report.

Advantages of the QM level model according to PAS 1037 compared to EN ISO 9001

  1. The QM level model combines certification according to the standard (level standard) with evaluation according to the EFQM model (level excellence).
  2. All requirements of PAS 1037 and the specifications for distance learning providers are formulated in the language of the trainers and are therefore easier to answer than those of EN ISO 9001.
  3. The requirements of the QM level model go well beyond the ISO catalog of requirements from the standard level.
  4. The certification is carried out by auditors with WB-specific knowledge and by TGA-accredited certifiers who have qualified for certification according to PAS 1037 at RKW Berlin.
  5. The certificate, which is valid for three years just like at ISO, is monitored annually by an audit (from standard level).
  6. The PAS 1037 specification distance learning providers enables measures and carrier certification.
  7. The QM report is a more comprehensive review than the QM assessment according to the standard.

Disadvantages of the QM level model according to PAS 1037 compared to EN ISO 9001

  1. PAS 1037 is not an internationally recognized standard, but merely the publicly accessible specification of a national institution.
  2. The restriction to further training organizations does not allow an exchange of experiences outside the industry.
  3. PAS 1037 is relatively unknown, with the exception of specialist groups in the training sector. A certification according to PAS 1037 is therefore not associated with a noticeable gain in image for the certified company.

Relationship between PAS 1037 and EN ISO 9001

Both sets of rules are based on Deming's PDCA cycle, and the chapter-by-chapter structure of the requirements deals with the same topics of leadership, employees, core processes, and reviews. According to the compendium for PAS 1037, there are requirements from EN ISO 9001: 2000 that were deliberately not implemented in PAS 1037: 2004. So find z. Relationships between PAS 1037 and ISO 29990

PAS 1037 served as the basis for the development of ISO 29990 learning services for training and further education - Basic requirements for service providers. From 2007 to 2010 a fruitful international discussion took place in the responsible ISO committees, which took up the experiences of the participating delegations from 20 participating and 9 observer countries. The result was a management standard for educational institutions that focuses on learning services. ISO 29990 still shows the ideas and intentions of PAS 1037.

Certified distance learning institutes

In the period from August 2007 to April 2008, the first are now distance learning providers in accordance with PAS 1037 specification for distance learning providers have been certified. Some of the total of six institutes (CQa, IST, ILS, Fernakademie Klett, SGD and Wilhelm Büchner Hochschule) have also been certified according to EN ISO 9001 and at the same time have gone through a recognition procedure according to AZWV . The experience from the institutes shows very clearly that the method is well suited.
