The ISO 29990 : 2010 was established in September 2010 as an ISO standard published in December 2010 as the DIN standard DIN ISO 29990 "Learning services for the education and training - Basic requirements for service providers" adopted. On December 19, 2018, the standard was officially withdrawn because it no longer met the modern demands of quality management in education. In addition, the standard is not compatible with ISO's strategy of pursuing the high level structure . The structure of ISO 29990 maps both service requirements and management requirements. With the high level structure, however, ISO wants to achieve a strict separation of these two requirements. Since 2015, a distinction has been made between service and management standards / norms. However, ISO 29990 is a hybrid standard that forms a combination between these two standards. For this reason, it was withdrawn and replaced by two adequate successors: ISO 29993: 2018 and ISO 21001: 2018. The ISO 29993 maps the requirements of a service standard. ISO 21001 places requirements on a management system. Both in addition replace ISO 29990 in a significantly improved form, but do not have to be used together. Depending on the interests of the user of the standard, they can be combined or used separately.

The international standard was a service standard for learning services and at the same time a quality management system for learning service providers in training and further education. The aim of ISO 29990 was to create a general quality model for professional practice and service provision as well as a common reference for learning service providers and their customers for planning, developing and implementing training and further education and for promoting development. The standard focused on the learner, the learning outcomes, the learning service and the competence of the learning service provider. Organizations and individuals should be supported by the International Standard in the selection of a suitable learning service provider who corresponds to the needs and expectations of the development of competencies and skills.

Responsible bodies for the preparation

Up until 2006, educational services were only dealt with in DIN and ISO committees that had a different focus than education. The objectives of their standardization activities for educationally relevant standards were always embedded in the scope of responsibility of the respective committees and subordinated to this. Against this background, DIN set up an independent working committee for educational services DIN NA 159-02-04 AA at the beginning of 2006 and applied to ISO to set up a technical committee for educational services.

The national working committee DIN NA 159-02-04 AA is responsible for the processing of all standardization projects related to services in continuing education at national, European and international level. In September 2006, after an extremely positive reaction from national standardization organizations, the ISO approved the initiative and set up ISO / TC 232. Since then, there has been an independent technical committee for learning services that focuses on the pedagogical process and ensuring the quality of education. DIN holds the secretariat of this committee.

Florian Mai, managing partner of Incession GmbH, has been chairing ISO / TC 232 since 2018 and, together with the secretariat at DIN, accompanies the standardization of the education industry worldwide. ISO / TC 232 consists of 26 countries as voting members (P members) and 22 countries as observing countries (O members).

The focus of the work of ISO / TC 232 is standardization, standardization and specification in the field of educational and learning services. A focus is placed on management systems, learning guides, the evaluation of learning, terminology and ethical behavior, but is not limited to these.

Emergence

The initiative for the formation of the responsible ISO committee ISO / TC 232 and for the new standard came from DIN in 2006. The German delegation submitted the PAS 1037 : 2004 QM step model as a draft . From 2007 to 2010 a fruitful international discussion took place in the responsible ISO committees, which took up the experiences of the participating delegations from 20 participating and 9 observer countries. The result was a management standard for educational institutions that focuses on learning services.

In addition to ISO 9001: 2008, which pursues its own claim to be universally applicable for any organization of any size, ISO 29990 created a standard for the first time that was only applicable to the education sector. In addition, in Germany only the requirements for a management system of an educational institution existed by SGB III and AZAV. In the same breath, however, it should be noted that the requirements of the AZAV are in no way comparable with the scope of the norms and standards. It should therefore be stated that with ISO 29990 it was possible for the first time to establish a worldwide quality level in the education sector. In August 2010, ISO 29990 was unanimously recognized internationally. This enabled individual and "unofficial" standardization approaches of various organizations to be counteracted and a globally uniform, process-oriented standard to be issued.

The beginning of standardization in the education sector can be seen with the submission of an application for standardization in education by DIN in 2006. Because of this, ISO / TC 232 was founded in 2007 with the analogous aim of standardizing non-formal education. The draft of ISO 29990 was published in 2009 and unanimously adopted in August 2010. This means that ISO 29990 is not just the “mother” of all subsequent norms and standards. It is the fundamental result of committed individuals bringing education to a consistent level and understanding of quality.

scope of application

ISO 29990 was aimed at all types of educational institutions from individual trainers to universities. It was written primarily for in-company training and every form of further training, but can also be used more comprehensively by schools, high school centers and universities. The standard is also aimed at organizations that have an educational sector. In this case the standard is only applicable in this area.

Structure of the standard

The international standard has 4 chapters. Chapter 1 defines the scope (see above). Chapter 2 explains terms that are used in the standard. This is necessary because the different countries have very different views on these terms. This definition of terms does not explicitly define the terms. It is only explained how they are to be understood in the context of the standard. Chapter 3 describes the requirements for learning services and Chapter 4 those for the management of the learning service provider. These two chapters are the main components of the standard. They are structured as follows:

Implementation aid

DIN has issued an official comment on the interpretation of the standard. The comment contains practical tips for converting national QM systems to DIN ISO 29990: 2010 - which is printed in full in the comment - and provides assistance for the design of QM systems in the field of education. In addition, the user can use this plant to prepare for certification and the implementation of internal audits.
