Paragraph 10 II 17 ALR
Paragraph 10 II 17 ALR (read: § 10 of the second part, seventeenth title) is a famous provision from the General Land Law for the Prussian States (ALR). It is:
- The office of the police is to take the necessary steps to maintain public peace , security , and order , and to avert the danger that is imminent for the public or individual members of it .
This provision - together with the case law passed over a hundred years ago - formed the basis of the later general clauses under police and regulatory law . In Prussia , Paragraph 10 II 17 ALR was replaced with the introduction of the Prussian Police Administration Act.
