Pawel Eduardowitsch Melnikow ( Russian Павел Эдуа́рдович Мельников ; * 1964 ) is a Russian businessman with several citizenships who is the owner of various companies in Russia and who has extensive land holdings in Finland. It has been the subject of investigations by the Finnish authorities into money laundering operations since autumn 2018.

According to research by the New York Times in October 2018, Melnikov is a businessman from St. Petersburg who owns six companies in Russia, including a plumbing company . He has a passport from the Republic of Malta , with a registered address in Sliema . He is also said to be registered in Hungary and also to have the citizenship of several small Caribbean islands.

In 2007 Melnikow co-founded the Finnish company Airiston Helmi , which has bought various properties in Finland . These include objects in the Archipelago National Park off the coast of Turku .
