The Nursing Services Supplementary Act of December 14, 2001 in particular changed the Fifth and Eleventh Book of the Social Code (SGB V and SGB XI). It came into force on January 1, 2002 and supplements the compulsory long-term care insurance introduced in Germany in 1995 .

In terms of content, an additional benefit entitlement to social long-term care insurance of up to 460 euros per calendar year was introduced for people in need of care with a significant need for care in the home and advisory help in the home area was made possible through additional home visits. Furthermore, the legal basis for the financial support of low-threshold care offers and model projects by social and private long-term care insurance as well as by the federal states or municipalities in the amount of 20 million euros per year was created.

In addition, a limited right to join the social or private long-term care insurance was introduced for those with no health insurance, and the health insurance funds co-financed qualified voluntary terminal care as part of outpatient hospice services.

In addition, the Care Reorientation Act came into force on October 30, 2012 and the First Care Strengthening Act on January 1, 2015 .
